Job Purpose:
- To manage The Highland Council’s Building Services Commissioning Team in relation to the delivery of capital projects.
- To fulfil the role of Commissioning Manager in accordance with the requirements of the Chartered Institute of Building Services Engineers Commissioning Code M - Commissioning Management.
- To lead and support the teams and individuals undertaking Design and Construction Phases Commissioning Plans (from contract inception through to handover of building), and associated documentation for the Commissioning of Building Services in association with the Council's property portfolio.
- To provide professional and technical advice and information on all aspects of the Commissioning of Building Services Design with respect to Mechanical and Public Health Engineering Services and its subsequent operation and maintenance in buildings, in line with the Council’s policies.

Requirements
Hold an accredited BEng(Hons) or Masters degree qualification in Buildings Services
Engineering (or CIBSE/IET recognised suitable equivalent) or be able to provide
evidence of extensive experience and qualifications of equivalent status) and relevant
work experience at a suitable level.
Hold Chartered Engineer Status and Corporate Membership of CIBSE, IET, or
equivalent professional body with an emphasis on Building Services. Candidates who
do not currently have CEng must prove they have ambition and capability to become
Chartered within two years of commencement of post.
Award of Commissioning Specialists Association Grade 3 – CSA Project Commissioning
Manager status.
Be expected to travel efficiently and effectively between various work locations within
the Highland to meet the operational requirements of the Service. Due to the
geographic range of projects this post covers the post holder will be required to have
access to personal transport/valid driving licence to fulfil their duties.
