Summary

The Fast Stream Learning and Development Specialist role sits within the Assessment, Development and Evaluation (ADE) team within FSET. The ADE team is currently working to develop a comprehensive delivery plan to bring key elements of the design and delivery of our learning and development in-house. This transformation represents a significant step forward in our commitment to building capabilities and growing talent from within.

The Learning and Development Specialist role is crucial for ensuring the delivery of a consistent high-quality learning experience for Fast Streamers.

The end-to-end training programme offer incorporates six modules which are spread over the academic year and the 3-4 year programme.

  • Module 1: Base Camp - Two 5 day events delivered at the start of the Fast Stream development journey. This module helps fast streamers prepare for their first post and understand how the Civil Service works.
  • Module 2: Profession Induction - These events follow Base Camp and help fast streamers learn more about their scheme and profession expectations.
  • Module 3: Foundation Skills - A 2.5 day residential within the first 5 months of the programme, focusing on foundation skills needed to be an effective civil servant and future leader. Participants will learn important skills like writing, presenting, managing projects, making decisions, and working with stakeholders. This is followed by 6 core skill areas spread across Years 1 and 2.
  • Module 4: Introduction to Leadership and Management - Three short sessions that help fast streamers understand leadership and management. They'll learn how to put these skills into practice in their own roles.
  • Module 5: Advanced Leadership and Management - (Currently being designed) This module will build on knowledge gained in module 4 and give fast streamers an opportunity to explore their own leadership brand, as well as giving them the skills to lead in different and complex contexts.
  • Module 6: Line Management in the Civil Service - (Currently being designed) This module will teach fast streamers how to be effective line managers, based on Civil Service management standards.

Within the ADE team the responsibility for the design, delivery and management of the end-to-end training programme is split across 3 teams:

Learning strategy - oversee the strategic direction and cohesion of the entire programmeFoundation skills (modules 1, 2 and 3)Leadership capability (modules 4, 5 and 6).

Successful candidates will sit in one of these teams but will generally work across the whole programme.

Key responsibilities:

  • Design, delivery and facilitation of training sessions as part of the end-to-end training programme to Fast Streamers. You’ll be at the forefront of delivering high-impact, face to face learning experiences. This involves designing or project managing engaging, interactive sessions that bring learning objectives to life and support the holistic development of fast streamers
  • Play a pivotal role in the assessment process by supporting formal assessments during the recruitment phase and assessing performance on-scheme for fast streamers.
  • Drive the evaluation and continuous improvement of our end-to-end training programme by systematically evaluating learning impact, conducting peer-to-peer observations, and gathering actionable feedback.
