Renfrewshire Council is seeking to recruit an experienced Neighbourhood Services Manager. Reporting to the Operations Manager within Environment, Housing, and Infrastructure, you will make a major contribution to continually improving service development and delivery. You will lead on the ongoing development and delivery of the Council’s Street Cleaning, Country Park Management, Cemeteries and Grounds Maintenance responsibilities, including (but not limited to):

Statutory compliance, development and implementation of strategies; providing strategic management and direction for the delivery of high quality, cost-effective operational delivery of integrated Neighbourhood Services (incorporating street cleansing and grounds maintenance and parks and cemeteries) and the use of research and innovation to optimise efficiency and effectiveness of the service.

In addition to these core functions, you will play a major role in the Council’s Sustainability and Net Zero ambitions. The postholder will perform a lead role in ensuring the council is fully conversant with the wider national/international litter & fly-tipping agenda and will lead the development of relationships with key external partners.

This strategic position is critical for driving improvement of the council’s ambitions and environmental changes for all stakeholders incorporating Council services, partners, and communities.

You will ensure a consistent corporate approach to driving forward transformation processes that support the achievement of strategic aims of the Neighbourhood Service and assist in the further advance of the Council’s key aims and objectives in relation to the Community Plan, Shared Commitments, Single Outcome Agreement and Best Value.

You will be responsible for all Cemetery Operations including Burials and Safety of Memorials, Development and Management of the Council Land asset including, cemeteries, open spaces parks and public realm.

Provide professional and specialist leadership and knowledge for community based and neighbourhood service activities including Street Cleaning and Grounds Services for the Council as well as the continuous improvement and development of the authority.

Supporting the Operations Manager, you will be responsible for the direct management and delivery of the Street Cleaning, Country Park Management and Grounds Maintenance services.

You will have a lead role in overseeing a variety of complex functions and budgets covering a very broad range of topics, including (but not limited to):

• Ongoing development and delivery of the Street Cleaning, Country Park Management and Grounds Maintenance strategies & functions

• Development of workforce to support priorities of the service.

• Development of a collaborative and supportive culture.

• Ongoing development and delivery of the Council’s obligations in relation to statutory compliance

• Management of the Neighbourhood Operational Depots and Assets

• Management of Street Cleaning, Country Park Management and Grounds Maintenance operations

You will have a degree and/or hold a relevant professional qualification or evidence of professional competence and skill and substantial experience at senior environmental management operating at a senior level, influencing staff, demonstrating financial management delivery of business objectives and a performance culture.

You will be adept in shaping policy and strategy at senior level, with experience of managing, planning & developing services in a rapidly changing environment.

You will require skills and ability to operate strategically and operationally providing focus, understanding of delivering customer focused services, demonstrate understanding of statutory and legislative requirements and be proficient in influencing, networking, negotiation and motivation. Proven leadership skills in a strategic and operational context role with highly developed analytical and problem-solving skills where managing change is constant and significant experience of managing people and resources including performance, workload allocation, prioritisation and management of budgets against targets.

A driving licence is also essential.
