Are you a Business Analyst with experience of working in a complex digital environment?

Can you lead, inspire and motivate teams to deliver a quality service?

Do you have excellent stakeholder management skills?

If so, we would love to hear from you!

As Lead Business Analyst, you will support the delivery and definition of the strategic vision within the Driver and Vehicle Licensing Agency (DVLA), making decisions which have a measurable impact on the effectiveness of the business.

You will lead, inspire and manage a team of Business Analysts who are at the heart of the delivery of the Agency’s digital services.

The Lead Business Analyst will possess extensive knowledge across all services within their domain, stay on top of the latest digital transformation trends, and will continually seek out and shape future areas of innovation. You will manage the team to use these opportunities to improve and maximise the value of the product.

You will also perform the Lead Business Analyst role in the support of one or more services / products within the area, selecting and advising on a range of analytical techniques. This includes data gathering and analysis, technical/systems analysis, tools, documentation, process design, user requirement identification and embedding an agile culture across the entire requirements lifecycle.

You will manage a team of Business Analysts whose role is understanding opportunities and problems in the business, eliciting from users what they are trying to achieve, capturing requirements in detail and communicating these to technical teams to enable them to build products and service to specifications. You will ensure your team has up-to-date understanding of suitable working methods, and that they are equipped with the correct resources to perform their roles effectively.

You will work with an iterative approach to build deliverables on an incremental basis, maximising the value provided to the business, and reviewing and improving elements of the process to identify and eliminate risk and uncertainty as early as possible.

In addition, the Lead Business Analyst will act as the point of escalation on resourcing, methodology and or requirement contentions within the area.

We're using cutting-edge technologies and you'll play a key role in ensuring these initiatives are implemented effectively.

Come and be a part of driving innovation and shaping the future of how the UK interacts with its vehicles and drivers.

Responsibilities

  • Lead the design, implementation and management of a comprehensive suite of business analysis techniques, standards and practices for a domain (Product Family or Change Portfolio).
  • Lead, prioritise, plan and manage the business analysis activities within the domain to ensure that appropriate business requirements are developed within time and quality constraints.
  • Lead in developing DVLA’s Business Analysis community, promoting DVLA’s Business Analysis services and capabilities throughout the Agency and across wider Government Organisations, acting as a leader and ambassador.
  • Coach and mentor others to set and achieve challenging goals for themselves, actively sharing knowledge and being seen as a go-to person in the field.
  • Own the main stakeholder relationships within a domain.
  • Lead the identification of opportunities and benefits, design and appraise solutions and make recommendations for business improvements and benefits delivery.

For further information, please see the attached role profile.

Additional Information

Applications will be accepted from full time/part time/job sharers. Full time roles at DVLA consist of 37 hours per week. Part time and/or flexible working may also be available subject to the needs of the business. If you have a flexible or part time working requirement, you should contact the vacancy holder in advance of making an application to avoid possible disappointment later in the process should your desired working arrangements not be compatible with the requirements of the role. Great line management is important to us as an organisation, and we will equip and support line managers to develop the skills set out in the Civil Service Line Management Standards. We aim to empower line managers to create teams where people can flourish and deliver excellent outcomes for the public.

Due to the evolving nature of the business, vacancies can become available at any time. Therefore, this campaign may create a reserve list to fulfil demand if it arises which will be held for a period of 12 months.
