Job summary

The Analysis Function in DCMS has a vital role in supporting and steering the development of policy. We are arranged into a ‘hub and spoke’ model:

  • a Central Analysis Team (the ‘hub’) responsible for strategic and cross-cutting priorities, assurance processes and the production and publication of our statistics

  • Sector Analytical Teams (‘spokes’) that are embedded in policy directorates and lead analysis on individual sectors

The Strategic Analysis and Data Science team sits within Central Analysis, serving as the department’s centre of expertise in economic growth, geospatial analysis, modelling and data science.

The team’s expanding suite of data visualization tools have been drawing significant interest from senior (analytical and policy) colleagues, where dynamic and accessible insights have been empowering data-driven decision-making. As such, there is an exciting role for an Analytics Engineer to help bring data to the forefront of analysis, utilising our new Data Platform to build data pipelines and managing relationships with key stakeholders.

Job description

DCMS is striving to become a more data-driven department, enabling senior decision makers to make policy decisions founded on data and robust analytical insights. With 42 Arms Length Bodies (ALBs) - the most of any government department - DCMS’ complex data landscape presents unique challenges, but simultaneously exciting opportunities to influence policy decisions through data and analysis.

An Analytical Engineer will play a key role in shaping DCMS’ data maturity, influencing the data that underpins analysis by introducing novel datasets, alongside improving the quality of, and accessibility to existing data sources. More specifically, this new role will:

  • Be responsible for developing and maintaining key data pipelines that populate high-priority visualization tools used by senior decision makers, such as our new Place Analysis Tool which aims to collate and display DCMS’ funding on an interactive map.
  • Manage relationships with non-technical stakeholders, such as a central delivery team who commission data for our Delivery & Risk Committee Dashboard, which presents key delivery information for DCMS’ most high-priority programmes.
  • Work with data engineers to design data flows from disparate sources into our new, centralised Data Platform, reducing barriers to accessing good-quality data and hence unlocking new opportunities for analysis.
  • Support and upskill analysts and non-technical colleagues in best practices for managing data, streamlining workflows and improving data quality.

We will consider a range of professional backgrounds and experience in recruiting to this role, providing you have some data engineering expertise and an understanding of how data is used for analysis.

Person specification

The ideal candidate would have the following skills and experience:

Essential criteria:

  • Data engineering and coding expertise, including the ability to transform data using Python.
  • Experience implementing new data pipelines with industry-standard documentation and testing measures.
  • Able to form productive relationships with multidisciplinary colleagues and stakeholders, communicating technical concepts effectively to non-technical audiences.

Desirable skills:

  • Experience developing and maintaining a codebase.
  • Experience creating dynamic data visualisations for analysis.
