37 hours per week (Mon-Friday 08:00- 16:00 or 09:00 -17:00)

Contract Length: 7 months

NB: Police Vacancy - only for candidates with a minimum of 3 years continuous UK address history. Please note that this vacancy is subject to a strict security vetting procedure.
The role will be hybrid and there is an expectation that the PM would attend sites anywhere across the county dependant on the projects being managed. Admin work can be done at home and there will need to be attendance at Darby House office in Wellingborough on a weekly basis as this is the teams base office.
Our client is seeking an experienced Property Development Delivery Manager/Senior Project Manager to lead and oversee a series of planned outcomes aligned with the Estates Strategy. In this role, you will be responsible for managing the Estates Implementation process, including overseeing staff, workloads, and key projects. Your work will focus on the strategic process of change, ensuring buildings are properly prepared for occupancy and disposal, as well as delivering sustainability and energy-efficient solutions.
MAIN RESPONSIBILITIES:



Strategic Change Management – Lead the process of change, preparing buildings for occupancy or disposal, consulting with staff representatives, and overseeing spatial planning for premises. Prepare and publish change plans and ensure they are executed effectively.


Stakeholder Collaboration – Work closely with key stakeholders to prepare premises for change, ensuring smooth transitions from change management to business as usual.


Team Utilisation – Leverage the skills and expertise of existing staff within the organisation to supplement the work of the project team.


Project Management – Manage major projects, including minor works over £250k, and any other projects directed by the Force and Fire Service Estates Board. Take full ownership of the project delivery from planning through to execution.


Team Leadership – Lead and manage a team of project staff, ensuring projects are delivered on time, within budget, and to the highest standards.


Sustainability & Energy – Oversee condition and specialist surveys to ensure that long-term energy sustainability is achieved, with a focus on renewable energy solutions.


Project Deliverables – Draft, publish, and maintain all project documentation, including business cases, risk logs, benefits realisation plans, and more.


Stakeholder Management – Identify, engage, and manage relationships with internal and external stakeholders, including agencies and partners.


Budget & Cost Management – Manage project costs, provide accurate cost projections, and ensure value for money throughout the project lifecycle. Report on progress and issues to senior management as required.


Research & Reporting – Commission research, provide written reports, and make recommendations based on data analysis, including statistical and graphical analysis.


Additional Responsibilities – Provide support for other related projects, reviews, and initiatives as required.



ESSENTIAL CRITERIA:



Educated to degree level or equivalent qualification.

Project management skills at a senior/programme level, Property/construction project experience/RIBA stage management, Stakeholder management at a senior level.

Proven experience in project management, with a strong focus on estates-related projects, including sustainability, wellbeing, and Mechanical & Electrical improvements.


Experience managing projects of strategic significance and handling organisational change.


Demonstrated ability to manage multiple projects and deadlines within a structured project management framework and budget.


Strong experience in business process mapping, analysis, and improvement.


Excellent interpersonal, negotiation, and influencing skills with high personal resilience.


Outstanding written and verbal communication skills, with the ability to produce clear reports and deliver presentations.


Ability to explain complex research findings to non-technical audiences.


Managerial experience, with a proven ability to motivate and develop small teams.


Strong analytical and lateral thinking skills for idea generation and problem-solving.


High level of computer literacy, including proficiency with Word, Excel, PowerPoint, email, and project management software.


Awareness of equality and diversity issues in line with the role’s requirements.


DESIRABLE CRITERIA:



Holder of a recognized project management qualification (e.g., Prince2, PMP).


Advanced user of Microsoft Office Suite (Outlook, PowerPoint, Project).
