Role Overview:

Based within the Domestic Abuse Team, but working across a range of services, you will lead the development of policy and procedure relating to working with residents who have No Recourse to Public Funds (NRPF). Using your specialist knowledge of NPRF, you will develop and deliver training to upskill Council staff and partner agencies in order to improve provision of interventions for Oldham residents with NRPF to prevent destitution.


Key Responsibilities:

  • To lead on development of policy and procedure to help consistency of approach when working with residents who have No Recourse to Public Funds (NRPF).
  • To ensure accurate recording of all NRPF cases being supported by the Council for performance management purposes and to support financial reporting and forecasting.
  • To lead, develop and deliver service appropriate training to enable partner agencies to increase their knowledge and offer for residents who are NRPF.
  • To work with internal colleagues and external partners to lead on the provision of bespoke interventions for Oldham residents with NRPF to prevent destitution.
  • To manage the work of the NRPF case worker.


Key Requirements:

To succeed in this role, you will need as a minimum:

  • Qualified to NVQ level 4 in a relevant field such as Child Care, Health, Social Care, Housing or equivalent relevant experience and the ability to deliver work of the required level of expertise and knowledge
  • Experience of working with migrant communities, asylum seekers and refugees and households who find services difficult to access or are service reliant
  • Detailed knowledge of the UK immigration system, including knowledge and understanding of which groups have no recourse to public funds and the limitations that this presents.
  • Experience of developing policy and procedure to support delivery of a consistent service response
  • Ability to support and manage staff who work with complex family situations that can be emotionally charged and conflicted

The successful applicant will be required to register to the DBS Update Service to enable the Council to undertake rechecks throughout your employment. The cost to register is £13 and can be claimed back upon commencement to the role but will not be refunded if you do not accept the offer of employment.
