Hays is partnering with a local council to recruit an experienced Project Manager with a strong background in Parking Services Transformation. This is an exciting interim opportunity, offered on an initial 3-6-month contract.

About the Role
Following a comprehensive independent strategic review of the Council's Highways & Infrastructure Parking Service, we are embarking on a major transformation programme to modernise operations, enhance efficiency, and expand service capabilities. We are seeking an experienced Project Manager with a strong background in parking services to lead the implementation of key recommendations and workstreams. This is a high-impact role that will report directly to the Parking Services Manager and work closely with stakeholders across the Council.

Key Responsibilities

  • Lead the delivery of the Parking Service transformation programme.
  • Develop and manage detailed project plans, timelines, and milestones.
  • Define project scope, deliverables, and success criteria.
  • Coordinate internal teams, external vendors, and technology partners.

    Identify and mitigate project risks.
  • Provide regular progress reports and updates to senior stakeholders.
  • Establish and manage a senior-level project board for governance and decision-making.
  • Support public engagement and communication strategies around new parking technologies and policies.
  • Ensure alignment with wider Council projects and initiatives.
  • Maintain compliance with local authority governance and procurement processes.
  • Prepare and present reports to elected members and other key stakeholders.

    About You
    Essentials:
  • Proven experience in project management within a local authority setting.
  • Strong background in parking services or highway-related projects.
  • Deep understanding of local authority governance and procurement.
  • Skilled in managing complex, multi-stakeholder projects.
  • Proficient in MS Office, MS Project, and PowerBI.
  • Excellent communication, leadership, and organisational skills.

Desirable:

  • Experience in public engagement and change management.
  • Familiarity with emerging parking technologies and digital transformation in local government.
