Humberside Police are looking for a highly motivated individual to join them in their Joint Estate Services Department as a Buildings Officer.

The role of the Buildings Officer is to provide a professional service in respect of premise maintenance and delivery of minor capital works, undertaking condition surveys and risk assessments of sites to ensure compliance with building legislative requirement are met.

The successful candidate will be responsible for ensuring that the infrastructure and systems deficiencies for Fire Risk Assessments (FRA) are identified, risk assessed, and appropriate actions are undertaken, updating the site-specific action plans and undertaking a programme of FRA reviews to comply with the RRFSO.

The post holder will be required to use their discretion in deciding how any complex or technical matters relating to maintenance and minor capital works should be dealt with. This will include high risk health and safety issues such as potential release of asbestos, noncompliance with CDM or fire risk. This will be a risk-based process, and the actions will depend on the severity of the situation.

Key Responsibilities:

Ensuring the correct and safe implementation of building maintenance and minor capital construction work, or other related services, in accordance with current legislation and approved standards.
Checks worksheets, organises any required remedial works and submits accounts updating in house database and preparing monthly reports on contractor performance.
Works with the Buildings Manager and Project Management Team to organise items of planned maintenance and minor capital works, specifying works to be undertaken, meeting with contractors, obtaining quotations in accordance with financial regulations, scrutinising/evaluating tenders, assessing the workplace to minimise risk and ensure the safety of the building user and contractor.
Analyses items of reported reactive maintenance to identify recurring faults and identify problems. Investigates and makes recommendations to resolve identified problems and ensuring current regulatory compliance of the building and site.
Undertakes building surveys of sites, checking the utilization and currency of plans and records and updates the condition survey database including AutoCAD plans in conjunction with the JES Support Officer.
Performs building ‘Clerk of the Works’ (quality control and compliance) duties for larger contracts and represents the Force at contract meetings, ensuring that contractor health and safety method statements are acceptable and the works are compliant with current Construction, Design and Management Regulations (CDM).
Meets with clients and stakeholders to provide advice and guidance on building schemes, preparing project contract information and details, obtains estimates and supervises until completion of the works.
Attends departmental and other meetings, preparing written reports, technical specifications and tender documentation, using companies procured through established frameworks. Obtaining quotations or tenders in accordance with Humberside Police financial regulations, raising orders, verifying and processing invoices for budget monitoring.
Provides on a rota -basis a 24-hour maintenance call out service for the processing of emergency items of building maintenance.
Manages the Estates Service requirements on infrastructure and systems for Fire Risk Assessments (FRA), undertaking FRAs and updates to action plans to allow the Force to comply with the Regulatory Reform (Fire Safety) Order, 2005 (RRFSO).

What the role requires:

HNC/D in Building Studies or related qualification.
Relevant Health and Safety qualification, e.g. NEBOSH General Certificate
Has knowledge of proximity access systems, database systems, ordering and invoicing for systems used for financial control.
Substantial experience working in property management related environment
The ability to interpret data and produce accurate and clear reports
. Demonstrates the ability to work and resolve queries with external agencies with a professional manner
Excellent communication skills
Ability to plan, organise and prioritise multiple activities, escalating as and when appropriate.
Computer literacy/keyboard skills
Excellent organisational skills
Ability to work with minimum supervision when required.
Carries out tasks in an accurate and methodical manner with an eye for detail.
Ability to work as part of a team.
Ability to prioritise workload.
