The role is directly employed by South Holland District Council and will be based across our 3 sites, Horncastle, Boston, Spalding and surrounding areas.
It is an exciting time to join the Neighbourhoods team as we plan for and implement the requirements of the Environment Act 2021 and creatively secure more resources to deliver on local priorities. You will be part of a supportive team working together across the Partnership region, where you will lead the delivery of council functions that have an immediate impact on the public realm and shape the day-to-day experiences of our local communities.
This senior role comes with a remit that includes leading and managing the delivery of key frontline services to 307,000 residents in the South & East Lincolnshire Councils Partnership area, delivered by a team of around 100 employees working across sites in Boston, Louth, Mablethorpe, Skegness and Spalding.
You will be responsible for the creation and delivery of Neighbourhoods policies, procedures and plans, fulfilling a statutory and customer focused role, enhancing council parks, open spaces, and play areas, as well as ensuring a street cleansing, toilet cleansing and grounds maintenance service that matches the expectations and priorities of the Partnership councils.
You will also be responsible for developing business opportunities within the Neighbourhoods Service, extending the commercial services already provided within waste collection, but also identifying other possibilities to be more efficient in the way we operate, including growing the income generation capacity within the Neighbourhoods division.
You will demonstrate experience of leading similar services within the public sector, with a strong background in driving change, developing and implementing service improvements, with a focus on delivering results within these services.
We're looking for a strong leader who can drive efficiency, harness new technologies, embed culture change, and identify opportunities to collaborate across the South & East Lincolnshire Councils Partnership and wider.
What we need from you:
Previous experience of leading and managing a similar service within local government, with a proven track record in implementing service improvements.
Financially and politically astute, with a track record of building successful business cases.
Strong analytical and problem-solving abilities with a focus on service development opportunities for the Council, and the wider sub-region.
A background in commercial management within similar services, bringing experience to drive growth and success
In depth knowledge of relevant legislation and policies, including health, safety and welfare of employees.
Proficient in budget monitoring and management
Full Cat B driving licence

This position is a shared role within the South and East Lincolnshire Councils Partnership (SELCP) and forms part of the S113 agreement between the participating partnership Councils in accordance with the Memorandum of Agreement 1st October 2021.

ABOUT US: Boston Borough Council, East Lindsey District Council and South Holland District Council have formed the South & East Lincolnshire Councils Partnership.
