Job purpose The Executive Medical Director will support the provision of the highest quality patient care through personal actions and continuous improvement. The Medical Director is a full member of the Board of Directors and will provide advice to the Chief Executive and Board of Directors on all professional medical issues and lead clinical collaboration within the organisation, and across Trust boundaries, in partnership with other clinicians. The Executive Medical Director is expected to contribute to the development and delivery of the wider organisational agenda, whilst advising the Board of Directors on the full range of medical issues. The post holder will have a lead role in advising on and developing medical/clinical aspects of the Trust strategic plans, clinical service strategy, service re-configuration, clinical performance and conduct, clinical governance, consultant appraisal, revalidation and job planning and all areas relevant to the role. In conjunction with the Executive Director of Nursing, Professions and Quality, the Executive Medical Director will provide strategic leadership in shaping the clinical culture and implementing clinical governance and patient safety arrangements across the Trust. Principal duties Leadership Lead the development of care pathways across the clinical and professional communities between Primary Care Sheffield and the Trust working alongside the System, Place and Integrated Care System (ICS) leads, other partners in care provision and a key role with university partners and Executives. To ensure effective mechanisms are in place to provide sound professional advice to the Board with regards professional issues, requirements of General Medical Council (GMC), and the guidelines around clinical effectiveness, the effective use of medicines and clinical safety and quality. Provide professional leadership to Medical Workforce within the Trust, and representing the Trust and the medical profession within the Health and Social Care community at Place, System and the wider NHS. To act as the voice of the medical profession at Board level ensuring that professional perspectives, knowledge and expertise are used to ensure practice effective decision making can be translated into successful outcomes Oversee the statutory duties of the Responsible Officer. To work collaboratively with the Executive Director of Nursing, Quality and Professions to develop a culture that embeds Clinical Quality, Safety and Governance and monitors its effectiveness. Workforce Build and develop a diverse workforce that feels safe and valued Responsible for driving forward and shaping a culture of change, innovation and modernisation, to facilitate the implementation of effective medical leadership and management arrangements and to support service improvement and reconfiguration. Take responsibility with the Executive Director of People for the development and implementation of a strategy for medical workforce planning within the Trusts People Strategy. Quality Standards and Governance As the Trust Caldicott Guardian, be responsible for the establishment of procedures governing access to, and the use of, person-identifiable information and, where appropriate, the transfer of that information to other bodies. The role of Caldicott Guardian is strategic, advisory and facilitative ensuring our adherence to the Caldicott principles, taking into account the codes of conduct provided by professional bodies and guidance from the Department of Health and Social Care. Contribute to the overall corporate management of the Trust with specific responsibility for medical advice in relation to operational issues. Ensure the medical resources operate to maximum efficiency. To work in partnership with other Directors to ensure professional standards and best practice developments, codes of conduct and guidelines are driving the modernisation of services, and at the heart of decision making To ensure that professional standards are maintained and developed in line with best practice, research and the evidence base, including ensuring effective mechanisms are in place for the registration and accreditation of Medical Staff, and the implementation of codes of conduct from the GMC. To ensure governance processes are in place to support and monitor professional standards, respond and comply with relevant legislation and enable action to be taken where performance is poor. To champion clinical effectiveness, audit and research and development and to ensure in partnership with other Directors that appropriate systems are in place to ensure continuing professional development, appraisal and supervision to maintain quality. To promote effective multi professional team working across the Trust and with partner organisations, and support professionals in the development of effective patient centred relationships with service users To contribute to recruitment, education, training and development strategies for Medical staff, ensuring that the professional requirements of Doctors are met within a multi-professional framework In line with the National requirements ensure arrangements are in place for appraisal, job planning, continuing professional development, re-licensing and revalidation of Doctors and Physician Associates employed by the Trust. Supervise and Mentor Doctors and Physician Associates as required. Ensure a robust and transparent approach to job planning which takes into consideration the needs of the service. Lead on resolving issues relating to the poor performance of medical staff and the implementation of the disciplinary procedure. Offer statements to the media on medical related issues as appropriate and develop positive relations with local media, enhancing public education where appropriate. Pharmaceutical advice and management To ensure through the Chief Pharmacist that appropriate expert pharmaceutical advice and guidance is provided to the Board, Care Groups and Clinicians to enable drugs to be used effectively, safely and economically To provide the managerial link for Pharmacy to the top of the organisation to ensure that the organisation has access to good quality pharmaceutical support Key Relationships Accountable to the Chief Executive for the effective discharge of the corporate responsibilities and key result areas within this job specification Responsible for reporting where appropriate on behalf of the Chief Executive to relevant internal and external committees and appropriate groups. Responsible for building effective working relationships with the System, Place, ICS, Local Authority, Universities and other South Yorkshire, North East and Yorkshire (NHS England) and Nationally. Responsible for building good working relationships and working in partnership with users, carers, local communities and the voluntary and independent sector. Adhere to the standards laid down in the NHS Code of Conduct for managers and at all times act in a manner that reflects and promotes the values of SHSC. Meet the Fit and Proper Person test to be a Board Director. Effectively participate in the Executive on call rota. Be responsible, with support, for advancing and maintaining your personal development and learning and that of your direct reports and teams.
