Crynodeb
The roles are in the Goods Trade Analysis (GTA) team which sits in the Trade and Investment Negotiations (Goods) Directorate (TING). GTA provides embedded analytical support to both TING and to the Goods, India and Gulf Cooperation Council (GIG) Directorate.
The team is at the heart of DBT’s priorities. We work extremely closely with policy colleagues and other analysts in DBT and cross-Whitehall to provide impactful analysis to shape goods trade policy, negotiations on free trade agreements (FTAs) and implementation of FTAs.

There are two roles available in Goods Trade Negotiations, based in either Belfast, Cardiff, Edinburgh, Birmingham, Salford, Darlington, or London. You will be asked to express a role and location preference during the application process.
Please be aware that this role can only be worked from within the UK and not overseas.
If your office location is London, you will be eligible to receive London weighting.
Role 1 – Goods market access analysis
This is a highly interesting, fast moving and impactful policy-facing role. The successful candidate will work as an embedded analyst in goods trade negotiation teams and be responsible for leading analysis to influence the policy development . You will have the opportunity to support negotiating teams in real time, including in the negotiating room. The team work across several areas and you will have the opportunity to develop a breadth of knowledge including on tariffs, rules of origin, customs, sanitary and phytosanitary measures and agriculture.
The post holder is expected to:
- Lead analysis to shape live trade negotiations on goods, ensuring UK positions are evidence-based and provide the greatest value to the UK economy. They will adapt to changes in direction quickly and effectively and lead a team through uncertainty.
- Proactively foster constructive relationships to become a highly embedded member of negotiation teams and insert timely and impactful analysis into decision making. They will build productive relationships across DBT and Whitehall to improve the evidence base.
Role 2 – Goods regulation and trade analysis
This role will work very closely with policy colleagues to develop and influence goods trade policy, including the UK’s approach to addressing regulatory barriers to international trade. Goods regulations have a substantial impact on international trade and addressing regulatory trade barriers is a key part of the UK’s trade policy. You will utilise a range of tools and techniques to deliver robust, persuasive and timely analysis, ensuring that advice is based on a rigorous analysis of the evidence. You will deliver analysis on policy options, use statistics, support economic trade modelling, source primary evidence and utilise evidence from the literature. You will need to respond to short term analytical demands while also taking a medium-to-long term view to develop the analytical evidence base and shape the overall policy direction.
The post holder is expected to:
- Lead analysis on the link between goods trade policy and domestic regulations. You will lead analysis on how UK regulations can develop to facilitate trade and economic growth while meeting wider public policy objectives e.g. maintaining product safety and environmental standards. This includes assessing the impact of options for how UK regulations develop over time alongside the regulations in other countries.
- Lead analysis for trade negotiations. You will lead on delivering analysis to identify potential UK asks on regulatory barriers to trade in goods sectors for trade negotiations. You will also develop analysis on specific negotiation asks with partner countries to understand the impacts of different negotiation outcomes, drawing on a diverse range of quantitative and qualitative evidence.
