Key functional responsibilities Lead on Data Quality for the EPR programme, ensuring all aspects of data quality are included in the Programme. Lead on developing and implementing Data Quality elements of the data migration strategy. Work with EPR Data Migration Manager to ensure a list of data migration activities are developed and planned. Laise with internal stakeholders and suppliers to ensure all necessary data is transferred comprehensively and with integrity maintained in support of safe and robust patient care. Attend Programme meeting and present Data Quality updates. Communicate decisions and challenges and how they impact on other work streams. Have an awareness of the wider EPR programme and understand the interdependencies across workstreams and programmes of work and how they impact on Data Quality and Data Migration Ensure effective management of project resources and funds to deliver the Data Quality activities within the agreed financial and time envelopes. Ensure the Data Quality and Data Migration Team proactively supports and monitor data quality. Develop and maintain sustainable working relationships with key Stakeholders. Liaise with the data migration partner. Work with the Senior Information Management and Data Migration Lead to agree any data transposing logic required to enable data to be migrated. Undertake analysis of data and processes, and from this make recommendations on data that needs to be transposed. Input into the Historical Records Archive specification. Maintain close liaison with senior Programme colleagues to ensure the alignment of plans. Develop comprehensive project plans fully compliant with standard frameworks outlining clear milestones and identifying accountabilities. To monitor and report on progress against the plans Own the data quality plan and risks, fulfilling the role of main contact point for specialist data quality knowledge and decision making. Contribute to the preparation of briefings for Programme Boards. Ensure adequate Data Quality resource is available for Data Migration validation, trial load and testing for the programme. Work with the Data Migration Lead to ensure that Data Migration resource is available for trial load testing and manage testing activities. Oversea Data Migration testing activities. Work with the Data Migration Lead and Data Migration supplier to plan data migration testing tasks, such as volume metrics testing. Ensure planned testing activities are completed. Analyse to assess if testing successful. Oversee pre-migration data quality activities in conjunction with legacy and designated System Managers and Information Asset Owners. Liaise with Managers and Clinicians ensure data recorded in the current systems is of appropriate quality for migrating to the EPR. Manage the audit and cleansing of existing legacy data that is to be migrated. This involves setting up the audits, analysing the audits, using these to make decisions on which cleansing activities to prioritise and where best to use Data Quality resources, and then ensuring these are undertaken. Liaise with Business Change to ensure current and future process mapping reflects the importance of Data Quality and Data Dictionary requirements Liaise with Training to ensure EPR training reflects the importance of Data Quality and Data Dictionary requirements Lead on setting up monitoring to ensure high quality data is recorded in the EPR and liaise with stake holders where issues are identified in data quality. Work closely with Data Assurance Manager to ensure Data Quality businessas-usual processes are in place for the new EPR. Propose a robust data quality framework for post go-live. Ensure each of the Data Quality elements of the programme and project plans are consistent with the objectives of the systems strategic plans. Ensure that there are appropriate key performance indicators and arrangements in place to demonstrate assured Data Quality and Data Migration testing. Identify overlaps and interdependencies in the various components of the Data Quality programme and other Trust programmes and monitor and report upon these. Clinical care/patients/service users The EPR Data Quality Lead is responsible for reiterating the importance of data protection and confidentiality standards and policies in relation to patient data. They will support the assessment of all risks to quality and/or highest standards of patient care resulting from Data Migration and Data Quality activities. The range of duties and responsibilities outlined above are indicative only and are intended to give a broad flavour of the range and type of duties that will be allocated. They are subject to modification in the light of changing programme circumstances and therefore the development requirements of the postHolder. Governance Supporting programme compliance/accreditation of programme activities with national standards Co-ordinate the management of data quality related risks ensuring risks are thoughtfully articulated, scored with mitigating actions which are realistic and impactful. Ensure risk actions are managed, and progress is recorded regularly, and current score reassessed. Risks to be escalated where appropriate through the Governance groups. Managerial/leadership Assess staffing required to deliver Data Quality within the programme and recruit staff as required. Manage the EPR Data Quality team. Provide direction to the Data Migration analysts undertaking Data Migration work. Work with the EPR Data Migration Manager to understand requirements. Provide constructive challenge to colleagues where appropriate. Support coaching of colleagues on activities associated with robust data migration and improving data quality. Develop and publish a range of key performance indicators for the programme allowing clear visibility of the effectiveness of the Data Quality and Data Migration testing activities. Ensure effective personal development of direct reports through meaningful appraisals, regular one-to-one meeting, training needs analysis and release management processes. Undertake effective and fair performance management using factual measures and performance indicators. Manage staff in accordance with the Trusts identified expected behaviours and culture providing feedback where values and behaviours are deviated from. Support effective home working within approved Trust policies. Education/learning Input into Trust wide training programme to ensure Data Quality and Data Dictionary standards are met. Feedback on Data Quality issues to the training team and ensure future training reflects these. Liaise with training leads to ensure appropriated training programme is provided for Data Quality and Information staff
