This is an exciting opportunity to join the Department for Business and Trade (DBT). The Trade Policy Implementation and Negotiations Group is responsible for delivering HMG’s Free Trade Agreement negotiations programme. Our aim is to open markets and to promote British trade and investment across the world which is vital for the prosperity of the UK.

The UK-GCC negotiations team is responsible for coordinating and leading free trade agreement negotiations with the Gulf Corporation Council (GCC). The GCC is equivalent to the UK’s 7th largest export market and is comprised of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. The team is led by the UK-GCC Chief Negotiator.

DBT agreed a mandate across Cabinet on which to negotiate an FTA with the GCC. Negotiations were formally launched on 22 June 2022 in Riyadh by the former UK International Trade Secretary and the GCC Secretary General. Since the new General Elections on 4th July 2024, the UK-GCC FTA is work through the requirement and direction from the new Secretary of Stated to pursue the negotiations for this trade agreement.

In the meantime, our team has a packed agenda aimed at progress the UK-GCC trading relationship. We have a significant programme of work planned ahead and are looking for the right person to join our team at this exciting time to help us take it forwards.

This postholder reports to the Head of Delivery and works across the UK-GCC team to contribute to the successful delivery of the UK-GCC Free Trade Agreement (UK-GCC FTA). The postholder will work closely with a range of including project management colleagues, negotiation leads, Whitehall colleagues and HMG’s overseas network.

This is a challenging role with significant responsibilities. It would suit someone looking to develop their career in the project delivery profession and develop valuable transferable skills. You will need an ability to form strong working relationships, build a joint vision, consistently deliver against the project plan and support the delivery of the Department’s objectives.

This role is critical to the successful delivery of the UK-GCC FTA, in supporting the Head of Delivery with risks, reporting and governance management.

The successful candidate will work within a small team to deliver the following project work, under supervision from a Grade 7. The key responsibilities include, and not limited to:

  • Supporting the smooth running of negotiations and activities as and when required. This includes working with central teams in TPIN to deliver value for money, and ensure negotiations are secure.
  • Building and maintaining a network of relationships with internal and external stakeholders, including the Delivery Partners (Post, DDaT, PMO Logistics, TNST...) to deliver on shared objectives.
  • Own the risk management process (risk register updates, Risk Board reporting) which will feed into the directorate Risk Management commissions and will involve the maintenance of high-quality products.
  • Lead on the governance within the team to enable the strong functioning of the GCC Country Team. This includes oversight and day-to-day management of weekly governance meetings, reporting management and working closely across the team to identify priorities and blockers, and escalating issues to the SMT.
  • Support with the delivery project plan - Implementation plan and working with the teams to monitor progress of the various workstreams.
  • Lead on parts of the overall Chapter Closure process to ensure tracker is up to date and relevant returns are completed and submitted to relevant team for next steps.
  • Information Management duty for the team by managing and storing information securely, updating distribution lists and access to the shared drive enabling a clear audit trail of negotiation activity.
  • Being flexible to emerging priorities and supporting these as required to ensure resilience across the team, including support corporate workstreams in the team and GIG.
