About the role:

This role leads the Strategy, Security of Work and Data team, which is a multidisciplinary team of 13 analysts. The team directly supports policymakers on a range of employment rights issues, including the planned reforms to zero hours contracts and employment status, sets direction on analysis and economic narrative for the Employment Rights Bill, and provides strategic analysis on wider labour market policy (e.g., skills and migration). The team is also responsible for improving access to data for the Directorate and improving the use of data science and novel analysis. This post is in DBT’s Employment Rights Analysis team, a multi-disciplinary team of 40 plus analysts, who undertake analytical work to support the breadth of the department's labour market policy.

Employment rights is a top priority for the Government who have set out an ambitious, wide ranging and long-term reform plan for workers’ rights in their manifesto, The Plan to Make Work Pay. Our work will ensures that the UK has a labour market that encourages high levels of employment participation across all groups; quality, well-paid work; and better working conditions.

Employment Rights analysts operate in an embedded model supporting specific policy areas, such as the minimum wage, trade union policy, family-friendly rights, state enforcement and individual employment rights. However, there is potential to work flexibly across areas, and to work on cross-cutting issues such as inactivity, the cost of living, skill shortages, the gig economy, and the impact of Artificial Intelligence on the labour market. The area is data and evidence-rich and there is a strong culture of collaboration to shape decision-making at key stages of policy development. 

Responsibilities:

A high-level list of the duties attached to the role including any line management responsibilities.

  • Leadership and professional oversight of a team of thirteen analysts that cover a wider portfolio of labour market issue and direct management of five Grade 7 analysts.
  • Setting the direction on a range of evidence building projects, including methodologically complex projects.
  • Bringing together and distilling complex analysis and evidence that deliver key insights and informs policy decisions.
  • Quality assurance of a range of analytical outputs, including impact assessments, statistics publications, research projects, and consultation analysis, ensuring that they are fit for purpose and tailored to the intended audience.
  • Ensuring that external comms (e.g., media requests, speeches, etc.) follow a clear and strong narrative that supports the Government’s policy position.
  • Engaging closely with senior analysis and policy leaders in the Directorate, the Department and across Whitehall. The postholder will also be expected to build our relationship with external labour market experts.
  • Improving access to and use of data within the Directorate.
  • Working as deputy team leader, supporting the head in day-to-day management of the wider team.
