The Building Surveyor will undertake a full range of Project Management & Building Surveying duties and responsibilities, as required, in order to maintain and improve the property portfolio and housing stock, ensuring that the responsibilities and duties as landlord and service provider are upheld in line with current and pending legislation.

The role mainly involves planning, managing, and delivering work projects and maintenance contracts for assets including conducting stock condition surveys (e.g.HHSRS, EPC), measured surveys, defect inspections, project management tasks and post inspections.

The position requires preparing feasibility studies, reports, technical drawings, specifications, and ensuring compliance with relevant regulations and safety standards to ensure assets are in good condition and ensure adherence to statutory and regulatory requirements.

Additional responsibilities: -

You will be the main point of contact for clients and customers regarding project management works or designated assets, including car parks, watercourses, Sustainable Urban Drainage systems, environmental improvements, or street furniture maintenance on Council land
You will process work requests, instructing contractors, providing clear communication to clients, and offer technical advice and support to Building Managers and staff throughout the planning and delivery of projects
You will manage and oversee specific project works and maintenance contracts, ensuring proper contractual procedures and fiscal control
You will prepare, negotiate, agree, process and audit of valuations, interim applications for payment, and final accounts
You will review and maintain key contractual documents like risk registers and work programs
You will monitor and manage contractor performance, ensuring KPIs are met for improved service delivery
You will maintain clear and auditable records of actions and payments and ensure all work is carried out in line with Health and Safety Standards and relevant legislation (e.g., CDM Regulations 2007)
You will analyse and interpret stock condition data, risk assessments, client requests, and repair needs to recommend and deliver effective repair, maintenance, refurbishment, and improvement programs for designated assets
You will provide management and stock condition information to relevant teams (e.g., Data Coordinator, Compliance Manager) to maintain accurate records, analyse data, and support future service improvements and work planning

Key requirements for the role

HNC, HND, Degree relevant to the built environment or a proven track record and 3 years’ experience of working for a local authority, housing provider or other appropriate provider in a relevant field
Experience of undertaking building surveys and planning and managing the resultant works
Experience of project managing major works with customers in their homes or business premises
Experience of monitoring and managing budgets for individual projects
Experience of liaising directly with clients, customers and contractors
Experience of managing contractor performance
Ability to effectively supervise and manage building projects from inception to completion
Knowledge of health and safety legislation relevant to the construction industry.
Knowledge of typical contractual mechanisms and industry legislation e.g.the Housing Grants, Construction and Regeneration Act
Basic knowledge of housing repairs legislation and standards e.g. the decent homes standard/HHSRS
Excellent IT skills
A current valid full UK driving licence, or access to appropriate transport
