You will be dealing with a diverse range of internal and external partners, be they Criminal & Financial Investigation officers, Intelligence investigators, Border Force officers or external telecommunications service providers. This is a good opportunity to develop partner engagement skills and learn about the important work conducted within IE. Specialist training and practical support will be provided to assist you in becoming a fully accredited SPOC officer.

The Communications Data Single Point of Contact (SPOC) directly supports criminal and intelligence investigation teams in the successful investigation and prosecution of immigration and border related crime. Immigration Enforcement (IE) teams charged with investigating immigration crime will often require communications data (CD) to understand, and demonstrate evidentially, how immigration crime suspects have communicated about their crimes. CD can be a crucial evidential tool and the SPOC is responsible for acquiring this data lawfully on investigators behalf.

The CD is authorised and acquired under the Investigatory Powers Act (IPA) for the prevention and detection of crime. The SPOC manages the entire process for obtaining this data from telecommunications and internet service providers, (including overseeing the authorisation process via the independent body, (Investigatory Powers Commissioner's Office Authorisations - IPCOA), and is also the point of contact for all communications data advice and guidance. As the subject matter experts in CD and what is available from each service provider, the SPOC advises analysts, investigation and intelligence teams on all aspects regarding the acquisition of CD and the value of CD to investigations.

Key Responsibilities:

Duties include but are not limited to:

• Reviewing and quality assuring applications for CD to ensure their compliance with the Investigatory Powers Act.

• Acquiring and disseminating CD from service providers on behalf of Home Office investigators and can involve out of hours requests.

• Maintaining up to date knowledge on communications and technological changes, in order to best advise investigators and develop into a subject matter expert on communications data.

• Maintaining good partner relations with and advising IPCOA on issues for their consideration during the authorisation process.

• Building good quality working relationships with other teams in high pressured environments e.g., investigation teams, service providers and digital media advisors within the Crime & Financial Investigation teams.

• Engaging proactively with investigating officers to support and advise them in the development of the overall operational communications data strategy.

• Providing input into inspections by the Investigatory Powers Commissioner's Office (IPCO).

• Where required, supporting investigator colleagues by delivering SPOC Awareness training.

Working Pattern:

Due to the business requirements of this role, it is only available on a full-time basis.

Shifts covered are 0700 - 1900 everyday barring Christmas Day, Boxing Day and New Years day (when office is closed). Out of hours work is sometimes required.
