Job Purpose To work in a triumvirate, with the Deputy Director and Assistant Clinical Director, being accountable for the operational leadership and performance of all services within the Care Group. To provide senior operational management and leadership to ensure the effective delivery of contracted services within the defined resource To support the delivery of CityCares strategy. To lead on clinical service and workforce development and transformation ensuring services are fit for the future and enhance the offer presented by CityCare as a whole. To drive and performance manage the implementation of service and workforce delivery plans. To play a key role in the development and implementation of plans, innovations and initiatives presented by CityCares partnerships with the wider system. To ensure the uninterrupted provision of services to service users, commissioners, and stakeholders, To work with commissioners, primary, community and secondary care partners, and wider health and social care providers to help shape and respond to demand and service developments being flexible, responsive and outcome focussed To always maintain the integrity and reputation of CityCare. Dimensions In partnership with the Deputy Director of Operations and Assistant Clinical Director, responsible for the leadership and management of clinical and related services within the Care Group, to ensure the provision of efficient, high quality services. Lead on the achievement of the performance, finance and people metrics in the Care Group in accordance with key targets, contracts and outcomes To ensure the services report in a timely manner supporting the sustainability of the organisation and its ability to operate within its financial budget Manage budgets totalling up to £20m. Build, develop and nurture strong relationships with service users, external partners including ICS partners, commissioners, and third sector organisations, and internal stakeholders, including corporate teams, to deliver both CityCares and the Care Group long-term strategies. To support the delivery of the companys statutory returns (eg CQC, CIC Regulator, Auditors) Key Responsibilities To lead and co-ordinate the development of service plans within the Care Group to meet the requirements of the performance and planning frameworks To work with the Deputy Director of Operations and Assistant Clinical Director, system partners and the Integrated Care System to influence the integration of services reflecting local and national policy direction To ensure timely reporting of data, outputs, outcomes and information to meet contractual, governance and company regulatory requirements Analyse and make judgements on highly complex data, comparing trends and proactively identifying issues to ensure provision of safe and effective service delivery Responsible for ensuring performance, finance and people targets are achieved, with regularly reviewed recovery action plans in place where required Attendance at the monthly Accountability and Performance Framework meetings to provide assurance to the Executive Directors on performance and risk for each of the services in the Care Group in delivering the targets, plans and objectives. Where performance is deteriorating, support and remedial actions will be agreed to address the issues and ensure the delivery of safe and effective patient care To lead, manage and support staff through service change Senior leadership in the delivery of CityCares strategy Support in the development of business plans for new services Responsible for ensuring up to date service business continuity plans Support with service transformation reviews and lead on the recommendations for new ways of working to maximise efficiency and effectiveness Work in partnership with senior system leaders on patient pathways and service development opportunities. Work with the business team for new business opportunities ensuring service level engagement and local data to help inform the business case to ensure services are designed around service users To ensure the voice of the users is captured and services are delivered in a way that meets the needs of the local community. To have management responsibility for staff working in the services ensuring service development is cohesive and in line with CityCares contractual requirements and strategic direction To ensure services operate within the law recognising legal responsibilities, statutory and company law regulations. Ensure robust risk assessment and management in the care group in accordance with policies, undertaking risk analyses as required and developing management plans to minimise risk To be responsible for the investigation or hearing of disciplinary, capability and grievances depending on lines of accountability. Participate regularly in the on-call Rota in and out of hours, ensuring availability to respond both in and out of hours To have key responsibility in ensuring that strategic plans, local and national targets and standards are implemented across the area of responsibility. To develop an environment that supports staff at all levels to work effectively, creatively and enthusiastically in the promotion of patient centred services. To lead and manage the provision of a wide range of community based primary care and public health services ensuring safe and effective service delivery To support the maintenance of an accurate and reflective risk register To ensure policies are adhered to across the care group in the performance management of staff To support a culture of innovation and research, encouraging ideas and new ways of working from frontline staff. To continue to maintain and develop existing communication pathways and forge new formal and informal communication networks to ensure the involvement of service users, clinicians, operational managers and staff across the Integrated Care System in the planning, re-design and implementation of services With the Deputy Director of Operations and Assistant Clinical Director advise and make recommendations to the Executive Directors in relation to service development, service delivery and development To be responsible for ensuring satisfactory systems are in place to maintain effective communication within the area of responsibility and ensure that any CityCare communication systems are fully utilised Create opportunities and sound processes for working across internal and external organisations and organisational boundaries, ensuring an integrated approach to the implementation of change Lead and chair steering groups/meetings ensuring RAID logs and updates are available on progress against plans. Negotiate highly complex, extremely sensitive and often contentious issues e.g. with staff about changes to working practices, TUPE of employed staff or changes to service delivery or working practices with stakeholders such as GPs Observe and comply with policies and procedures for health and safety ensuring the environment you and our staff work in is safe. Observe and continually promote equal opportunities in compliance with CityCare policies on Equality, Diversity and Inclusivity at work Build relationships and work closely with Workforce and Development, HR, Digital Team, Finance and the Business Team to ensure robust data analysis and financial processes underpin all areas work. Utilise the review and re-design of new and existing business processes to deliver operational cost savings, improve patient pathways and quality outcomes. Analyse and interpret complex information to identify changing trends in service delivery, implementing the management control plan for developments and ensuring that services are designed around service users and reflect commissioned contracts Manage finances in compliance with CityCare Standing Financial Instructions ensuring financial balance for services in the Care Group To line manage the Head of Service and support challenging and complex Employee Relations cases as appropriate.
