What's involved with this role:

Key requirements:

Good knowledge of Council Tax and Business Rates legislation (an IRRV qualification or equivalent knowledge and experience)
Experience of using NEC (Northgate) Computer Systems and spreadsheets (desirable)
Experience of representing a council in the magistrate’s court at Liability Order hearings.
Ability to deal with customers who may be upset and in financial difficulty so you must be able to communicate accurately in both written and spoken English, have good customer service, communication and negotiation skills.



Key accountabilities:

Support the Senior Local Taxation Officer in delivering and maintaining a high-quality debt recovery service for Council Tax and Business Rates.
Deputise for the Senior Local Taxation Officer as needed, including supervising staff and attending meetings.
Provide technical advice and respond to complex correspondence and phone enquiries using in-depth knowledge of Council Tax and Business Rates regulations.
Carry out administrative and financial tasks in the NEC Revenues system to support collection, monitoring, and recovery of Council Tax and Business Rates.
Oversee recovery activities in line with the recovery timetable to meet targets, deadlines, and maximise collection; ensure legal notices and recovery documentation are issued.
Represent the Council in Magistrates’ Court recovery proceedings and at Valuation Tribunals for Local Taxation matters.
Monitor debts assigned to Enforcement Agents, including reviewing all returned cases.
Successful candidate will be required to represent council in person at Portsmouth Magistrates Court in July and September for inital contract
