Summary

The Global Entrepreneur Programme (GEP) sits within the Science and Technology Directorate its primary role is to attract internationally mobile, high skilled migrant entrepreneurs and help them scale and internationalise their innovative, IP-rich companies from a UK global headquarters.

GEP plays a key role in supporting HMG’s and DBT’s objectives for the UK to become a science and technology superpower as well as their levelling up and net zero ambitions. GEP has achieved considerable success having attracted over 1300 founders and their innovative tech businesses to the UK, which have gone on to raise over £2.6bn investment.

The programme’s success is mainly due to its innovative model of deploying a team of experienced entrepreneurs (the Dealmakers) whose expertise enables them to source world class entrepreneurial talent with the potential for rapid growth and innovation. GEP’s 10 dealmakers are based across the UK and there is a team of 9 DBT HQ staff.

GEP is expected to be a key vehicle for delivery of the talent element of HMG’s AI Opportunities Action Plan (AIOAP).

The role of the Head of Operations is to support the Head of Entrepreneurship in driving the successful delivery of the existing Programme and to support future policy development of the programme including around the AIOAP. This work will include:

  • Delivering GEP’s 2025-26 business strategy to land 70 innovative technology businesses into the UK, including the development of strategies for key target international markets that will generate a strong pipeline of projects.
  • Working with the G6, ensure that GEP’s focus aligns to the Industrial Strategy and AIOAP and, if required, working across DBT and DSIT to plan and build out a bespoke AI offering for innovative founder led high growth businesses. Support work on any other adjustments needed to the operating model.
  • Ensuring that the team has the necessary resources to successfully deliver GEP’s KPIs (FDI and export).
  • Work with the Home Office on effective delivery of GEP’s Innovator Founder visa endorsing body function, including that applications are appropriately assessed, and founder insights are shared with DBT’s migration team and the Home Office.
  • Deputise for the G6 where appropriate.

Oversight and management of:

  • The GEP’s 10 dealmakers – part-time specialists who are successful entrepreneurs and investors – working alongside them to attract high potential migrant entrepreneurs and their innovative businesses to the UK and embedding them in the UK’s entrepreneurial ecosystem.
  • The UK-based HQ operations team of 3 civil servants to ensure they provide efficient and effective programme-wide support.

Support the G6 with resource and financial management to ensure resources are focussed on priorities and budgets are managed effectively, delivering value for money.

Develop and oversee GEP’s global business development strategy to support pipeline generation and management activities.

Working with the G6, ensure GEP continues to deliver an effective visa endorsement service for GEP’s internationally mobile entrepreneurs relocating their innovative businesses to the UK.

Connect GEP further into the wider Tech/Healthcare and Life Sciences Team and other sector teams to ensure GEP’s expertise is utilised and valued across the board.
