External NHS Regulators, including NHS England and the Care Quality Commission; Transformation and PMO Leads in partner organisations, Directors and senior managers in Herefordshire and Worcestershire Integrated Care System (e.g. ICB, Health and Care Trust, acute trusts, Universities, County and District Councils), third party suppliers, national professional groups. Job Purpose The Head of PMO will play a key role in delivering the Trusts transformation and improvement agenda. Their main function will be to oversee the development and delivery of all of the Trusts strategic and major transformation programmes and projects through effective development and management of the Trusts programme management office. This includes ensuring that it provides comprehensive and well governed support and assurance across all the Trusts major programmes. Working closely with the leadership teams of the clinical divisions, corporate services and the Executive team, they will play a crucial role in developing the maturity and visibility of the progress of programmes underpinning the Trusts strategy. Within the directorate, working closely with the Head of Improvement, they will collaboratively pull together major programmes and manage them under a single umbrella and governance structure. They will ensure programmes are aligned and duplication is avoided, build and follow a programme approach underpinned by clear PMO and transformation principles, understand and manage interdependencies along with identifying, deriving and reporting the optimum benefits from our programmes. A key area of focus will be supporting the Trusts financial recovery programme and ensuring the schemes that form the Trusts Cost and Productivity Improvement Programme (CPIP) follow process. The Trust is committed to developing a truly integrated programme approach where financial objectives do not sit in isolation from quality objectives. The Head of Transformation and PMO will be responsible for managing an integrated approach to the implementation of the trusts strategy, along with driving forward collaborative working with other PMOs in the wider health economy. Key Duties The post holder will be responsible for development and delivery of a portfolio of the Trusts major strategic and transformation programmes and projects, developing the programme management approach, implementation framework, universal governance, stakeholder management and monitoring framework. Core responsibilities of the role include; Ensuring that the Transformation and PMO function responds to the trusts strategic, clinical and operational objectives by leading, managing and supporting implementation of the Trusts transformation and improvement programmes (including integrated programmes with partners) so that they deliver their key outcomes and benefits Developing the capacity, capability and function of the Transformation and PMO Team CPIP development, support for delivery and reporting Trust strategy implementation plans including supporting strategies Development of the directorates transformation / business plans The post holder will use specialist knowledge and proven in-depth experience in the management and supportive delivery of complex, high value programmes and projects within a highly complex and politicised healthcare setting in order to deliver the programmes benefits in full.
