The Council has an exciting opportunity for a Social Housing Regulatory Programme Manager; reporting to the Programme Director, this role will support our journey demonstrating how tenants and leaseholders remain at the heart of service improvement. Following the legislative changes under the Social Housing (Regulation) Act 2023, the Council has an ambitious agenda around ensuring its housing stock of over 4300 homes, serving over 5500 tenants and leaseholders directly supports the Council’s new vision Building a Better Tamworth.

The programme has been running for over 12 months and significant progress has already been made. Working with Assistant Directors and Heads of Service across the organisation to ensure their plans are aligned to the requirements of the housing regulatory consumer standards, this role seeks to enable, facilitate and support those lead officers with service specific accountabilities to drive compliance. Significant progress already includes the establishment of a new governance structure and Housing Advisory Board; self-assessment against the consumer standards with a detailed and SMART improvement plan; marked improvements on Asset compliance following a self-referral in 2024 and launching a ‘getting to know you better’ surveys with our tenants underpinning a new strategy on tenant inclusivity and engagement.

This post, fixed for twelve months, will primarily focus on getting us inspection ready – including procuring external support to aid a mock inspection ensuring the position statement and evidence library is in place ready for when the ‘inspector calls’; and highlights are communicated to all stakeholders in readiness. It will also work with the Council’s project management staff to support the wider leadership team in updating the Council’s performance management framework including highlight reports, risk mapping and progress capture.

The Council is looking for someone with a passion for social housing and a clear understanding of the housing landscape and role of the Regulator Social Housing. Key skills are required in presentation of information; communication and ability to work with a range of staff to enable and facilitate transformational change. This will suit an aspiring housing professional, graduate or those with transferable skills and a ‘can-do’ attitude.
