Key Requirements:

NRSWA Accredited to Supervisor Level.
LANTRA 12D Accredited -Traffic Management design.
Understanding of Highways Legislation.
Current and up to date knowledge of highway maintenance techniques.
Knowledge and understanding of the National Permit Scheme.
Knowledge and understanding of highway maintenance operations.
Experience working within a local authority or highway maintenance environment.
Experience of using performance indicators.
Experience of working as a Street Works Inspector.



The Street Works Officer will assist in the planning, control, and coordination of street and road works under the New Roads and Street Works Act 1991 (NRSWA) and the Traffic Management Act 2004 (TMA). The role will support the Team Leader – NRSWA in delivering a strategic and effective response to the Highways Authority’s duties by minimising traffic congestion through efficient street works coordination.

Key Responsibilities:

Manage and coordinate works under NRSWA 1991, Traffic Management Act 2004, and the National Permit Scheme.
Assess, grant, or refuse permits in a timely manner and issue FPNs as required under the Permit Scheme.
Issue Section 74 Overrun Warnings within established timescales.
Maintain and update the computer database of highways works.
Attend meetings with Statutory Undertakers, MPs, elected members, and other stakeholders on matters related to NRSWA.
Liaise with external Traffic management companies / Utility companies to assess Traffic management Plans to ensure compliance with current legislation.
Conduct inspections/site meetings of externally initiated activities to ensure compliance and resolution of defects.
