We are recruiting a Procurement Officer to join our Procurement team.




The role involves working with the Procurement Manager to provide an effective procurement service for the Council. This is a great opportunity to work on a variety of procurement categories ranging from but not limited to construction projects, professional services and digital requirements with a wide range of service managers. The post holder will help ensure that, at all times, the Council awards contracts in line with the Council’s Contract Regulations and Legislation as well as providing support for the entire procurement cycle.




To be considered for this role, we will expect you to have or be working towards the successful completion of CIPS level 4 or alternatively be able to demonstrate equivalent working experience of being part of team delivering procurement services. Experience of running tenders with a working knowledge of public sector procurement law and experience of managing contracts and monitoring and improving performance and mitigating risks is essential.

Key responsibilities for a Procurement Officer include advising and leading on procurements throughout the Council as well as taking a lead on supplier sourcing and analysis of pre-tender/quotations, including soft market testing. The successful applicant will manage and develop the Council’s e-tendering systems for all tender exercises and ensure staff in directorates are trained and supported in the use of the system for undertaking compliant quotation. Additionally, the role involves advising and leading staff in effective contract management for the life of a contract and ensuring spend analysis data and information is prepared and published in line with Local Government Transparency Code.

The successful applicant will be required to work 37 hours per week Monday to Friday. The working pattern will be set by agreement and with attendance in the office on a hybrid basis, with flexibility expected on both sides.
