Head of Economic Analysis: Tax Reform – Role Overview

This is a unique opportunity to lead the economic analysis underpinning one of the most significant property tax reforms in decades. As Head of Economic Analysis at the Valuation Office Agency, you will play a pivotal role in shaping ministerial advice on reforming the business rates system. Working closely with key policy partners across HM Treasury, MHCLG, and HMRC, you’ll deliver high-quality analysis that directly influences strategic policy decisions. This role offers the chance to work at the intersection of economics and public policy, presenting your insights to senior stakeholders and governance boards while driving evidence-based reforms that will impact businesses and communities across England and Wales. We are seeking a Head of Analysis to lead the economic assessment underpinning ministerial ambitions to reform the property tax system. This role involves conducting high-quality economic analysis, both quantitative and qualitative, to support the Valuation Office Agency’s (VOA) contributions to ministerial advice on business rates reform. You will collaborate closely with policy partners across HM Treasury, MHCLG, and HMRC to shape strategic policy direction, assess delivery options, evaluate costs and risks, and influence key stakeholders. Your work will be instrumental in driving evidence-based decisions that will shape one of the most significant tax reforms in decades.

You will collaborate with VOA delivery and analytical teams to build a robust evidence base for the proposed reforms. Working closely with VOA and cross-Whitehall (XWH) policy partners, you will help define the policy intent behind the reforms and scope economic analyses to test whether they meet policy objectives. Additionally, you will contribute to evaluating the feasibility of future reforms, assessing their impact on the VOA and its ongoing transformation agenda.

This role involves regular engagement with stakeholders across the VOA, including presenting at senior governance boards. You will also represent the VOA at senior cross-Whitehall governance boards, where key elements of the government’s property tax reform agenda will be approved.

Head of Economic Analysis: Tax Reform – Key responsibilities

Economic analysis to guide reform program ambitions

  • Collaborate across VOA operations, analytical teams, policy and transformation functions, as well as with XWH partners, to agree the strategic outcomes of the reform program.
  • Stand up teams across the VOA to develop rigorous economic analysis to assess whether they will deliver with strategic goals.
  • Leverage expertise within VOA and across government departments to drive forward analysis on how to deliver on reform.
  • Provide leadership amid ambiguity and shifting governmental priorities, offering direction and clarity while motivating and enabling teams to achieve results.
  • Establish senior governance structures to support effective decision making at all levels within the VOA.

XWH management and influencing

  • Strategically influence XWH partners to ensure VOA analysis on the benefits of reforms is considered from the outset of strategic policy advice to ministers, and remains imbedded throughout the decision-making process.
  • Foster constructive, collaborative relationships based on the common goal of delivering on ministerial priorities.
  • Align VOA work with wider x-governmental decision-making processes, ensuring outputs are delivered effectively for senior governance boards and key parliamentary events such as fiscal announcements.

Strategic Analysis and Stakeholder Engagement

  • Conduct ad hoc strategic analyses as needed, defining ambitions and implementing steps to deliver recommendations.
  • Identify key stakeholders and build collaborative relationships to align strategies and secure buy-in for reform objectives.

Build strategic capability:

  • Develop yourself and others to build strategic capability across the team and wider business.
  • Develop team members and foster strategic capability across the business to support long-term reform ambitions.

Line Management

  • Working within a team of 5 with direct line management responsibility for 1 Higher executive officer (HEO).
