The Public Sector Reform Test, Learn and Grow (PSR TL&G) team is at the heart of the UK government’s initiative to drive innovation and reform in public service delivery. With the £100 million PSR Innovation Fund, our team collaborates with local authorities and government departments across the United Kingdom and with the Devolved Governments to design, test, and grow innovative solutions that enhance public service outcomes. By employing a "Test & Learn" approach, we focus on creating evidence-based improvements while relieving pressures on public services. Our work involves piloting foundational programmes and place-based initiatives to accelerate mission delivery, support preventative measures, and foster a collaborative environment that encourages continuous improvement and innovation in public services.

A secondment with HMG offers a unique opportunity to work temporarily within the Civil Service, where you will remain an employee of your current organisation. This opportunity will allow you to develop some unique skills, but bring in specific knowledge and expertise, and work on projects that aim to deliver better public services for UK citizens. It is an immersive experience, providing you with new perspectives and the chance to contribute to significant and meaningful work. If you have confirmed with your employer that you are eligible for a secondment you'll be presented with a question in relation to this on your application form.

Data, analysis and insight are key to understanding and addressing complex systems within policy and service delivery. As Head of Analysis, you’ll lead our data analysis, research, and behavioural science function ensuring robustness of our research practices and theory of change models across the TL&G team. You’ll be responsible for the strategic leadership of our research practice. This role aligns with the Principal Data Analyst role in the Government Digital and Data framework, however, we are additionally looking for broader research and evaluation skills, too. You will build data and insights capabilities and assure, develop and innovate good data, research and evaluation practices.

You will work with the Head of Design on design/qualitative research methods, participatory design and trauma-informed practice where applicable.

This role will require travel within the UK to work closely with local partners.

Responsibilities

You will:

• be a strategic data, analysis and insights leader who is able to lead a group of data analysts and quantitative research professionals working across the programme
• provide leadership and guidance on specific data and quantitative research approaches within individual projects (which are likely to be highly complex)
• work collaboratively with others and use analysis and research to influence others; for example, policy colleagues, the wider programme, or place-based partners
• create credibility with our place-based partners, advocating for better data practices and capability whilst being sensitive to their challenges around resources
• be an expert in experimentation and evaluation ensuring our work is grounded in evidence with measurable outcomes
• develop ways of working and develop practice standards within the context of our teams and programme
• collate and contribute evidence to inform TL&G strategy, objectives and priorities
• connect to and work strategically with the wider community of data analysts and researchers across government
