We are seeking applications for the role of Governance Manager.

This role is based in the People Practice & Culture (PPC) and Governance Team within Change and Digital Innovation (CDi), Its core purpose is supporting the organisation to maintain and the adherence to and continuous improvement of our Change Governance framework (LOAD). The post-holder will also be the main point of contact with Scottish Governments Digital Assurance Office.

The PPC and Governance Team is led by the Head of PPC and Governance and overseen by the executive Director of CDi. The post-holder will work with both to ensure delivery of Change via the Change LABs complies with the LOAD framework to deliver change at pace and value on behalf of SCTS. They will pro-actively seek opportunities to build compliance into SCTS Change processes and protocols to mitigate the impact of business disruptions.

As well as leading on Compliance and Assurance, the post-holder will support the team to deliver into other corporate governance activities relating to business planning, risk management and corporate reporting. The role will involve line management responsibility for 4-5 direct reports.

The post-holder must be able to work autonomously and proactively to plan, prioritise and deliver their own areas of work. Equally, they should be collaborative, working in alignment to the strategic priorities of the organisation and supporting the wider work of the delivering change across SCTS. They should be comfortable working at pace to manage multiple priorities and competing demands.

The role requires flexibility and agility in how work is prioritised and delivered, particularly because delivery of Change initiatives demand competing priorities and resource dependences which have to be understood and managed. The post-holder will support the Change Function within CDi and be a key contact between CDI and Scottish Governments Digital Assurance Office (DAO).

Experience in presenting and facilitating will be beneficial, as delivering training sessions and facilitating workshops on Agile Working and our LOAD Framework both within CDi and the wider SCTS is a prominent part of the role.

The role includes overseeing the work of the Project Support Officer(s), ensuring consistent standards and reporting methods are used across all Change LABs

Training and development will be available to the post-holder should they require it.

There will be ad hoc activities supporting the Change LAB teams, reports for the Executive Change Board (ECB) and Executive Action Boards (EABs). The role holder will support the wider work of the PPC and Governance Team.
