This is a brilliant opportunity to contribute to the development and implementation of Smart Data, an innovative cross-government policy with wide reaching opportunities for businesses and consumers.

Smart Data is the secure sharing of consumer data, with their consent, to third parties to provide innovative services. Open Banking is currently considered the only live example of an arrangement comparable to a Smart Data; it enables consumers to use third party services to securely move and manage their money. Open Banking services are used by 9.7 million people in the UK and the ecosystem is worth more than £4 billion.

The Government has committed to enabling Smart Data schemes so that customers can ask for help from authorised third parties to better use the data about them.

You will work with the policy team to provide interesting, varied and insightful analysis to support the development of Smart Data policy. This analysis could support all stages of policy development from early problem identification to options assessment and policy evaluation. You will design, manage and deliver external and internal research projects that will advance the evidence base on Smart Data.

This role sits within the Competition and Consumer Policy Analysis team which consists of c.10 analysts, leading the Directorate’s research, appraisal and evaluation work and ensuring the analytical underpinning of all the Directorate’s work is robust. The analysis team aims to be evidence-driven, engaged, collaborative, innovative and influential. Our past work has included:

  • Research into designing Smart Data schemes that are inclusive for all consumers: Design principles for inclusive smart data schemes research - GOV.UK
  • Policy design analysis, and monitoring and evaluation plans for the Smart Data Challenge Prize: Smart Data Challenge Prize
  • Impact assessment and policy design analysis to support the Smart Data powers in the Data (Use and Access) Bill: Data use and access bill regulatory powers for smart data impact assessment

We work flexibly within the team to support each individual’s workload, non-work commitments and their learning and development goals. This means that there will be scope, if desired, for you to work on projects across the competition and consumer policy areas.

  • Delivering analytical projects, that could include exploratory research, impact analysis, monitoring and evaluation.
  • Leading, designing and delivering research projects with external contractors.
  • Using analysis to support the design and delivery of the Smart Data programme, including the Smart Data Challenge Prize.
  • Collaborating with policy colleagues to produce analysis that influences the future of Smart Data policy within the team and across government.
  • Working with colleagues across government, regulators and industry to help coordinate and shape Smart Data research.
  • Contributing to a friendly, supportive and inclusive team environment within the wider Competition, Consumer Policy and Department for Business and Trade analytical communities.
