We are seeking a candidate who has the passion and ability to make a real difference to our work and team culture, and who is excited by the opportunity to support business and consumers across the UK.

The Goods Regulation team in DBT drives the Department’s responsibilities and interests under the Windsor Framework, which was formally adopted by the UK and the EU in March 2023, and frames the regulatory environment in Northern Ireland. More widely, the team plays a key role in supporting trade in the UK internal market, and internationally through the reduction of regulatory barriers for manufactured goods with the EU and other trading partners.

This role is a stretching and rewarding team leader position, covering DBT’s responsibilities for implementing non-food manufactured goods elements of the Windsor Framework. You will help ensure that DBT’s work in this vital area meets business needs, supports the flow of goods within the UK internal market and drives wider Government objectives. This will involve close working with colleagues across the Northern Ireland Civil Service, DBT and wider Government, as well as engagement with industry stakeholders.

While the post-holder will need to be flexible in responding to Ministerial priorities, key responsibilities are expected to include:

  • Working across DBT, other Whitehall Departments and with the Northern Ireland Civil Service to enable implementation of the Windsor Framework, in line with UK obligations to the EU and while protecting the UK internal market. This involves careful analysis of regulatory frameworks and flow of goods across the UK, in order to understand impacts for business and consumers.
  • Building and maintaining relationships across Whitehall and with external stakeholders, such as manufacturers and trade associations, to reflect the wide range of factors and people that interact with implementation of the Framework.
  • Ensuring that we are in a position to engage effectively with key EU-UK fora established under the Windsor Framework, particularly those focused on manufactured goods. You will be responsible for ensuring that you are aware of the issues that need to be discussed with our EU counterparts, and that the right cross-Whitehall policy and regulatory teams are engaged.
  • Being a supportive and responsible member of the team management structure, who empowers and builds up their colleagues, creating an environment where all can thrive.
