ROLE PURPOSE / SUMMARY The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area. The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realizing this ambition. The Head of Executive Office comes at a time of exciting change for the ICB as we work towards setting out and delivering on our plan to tackle the challenges facing healthcare in our system, improve health and care for the communities of mid and south Essex and deliver a sustainable health system that is fit for the future. This role will play a vital role in working across the ICB executive team, the ICB Board and the wider ICS to establish and secure effective working practices which will underpin the delivery of positive change within our healthcare system. The role will also have specific duties regarding the development of an effective freedom to speak up culture within the ICB, working alongside but separate to our core HR functions. You will participate in ICB Executive Team meetings and will have significant interaction with leadership teams from across all partners within the ICS, NHS England and other regulators and stakeholders such as Members of Parliament and other community representatives. You will be an excellent communicator who can work at pace and manage a high volume of information effectively. At times you will represent the Chief Executive and take forward discussions and actions on their behalf. You will lead on the establishment and operation of an Executive Office which will lead on the co-ordination of cross cutting delivery within the ICB. You will be able to demonstrate effective problem solving in a complex and political environment and work to develop systems and processes for effective work within the ICB and more broadly across the system, both locally and regionally. The Post holder will be responsible for managing the Executive Office budget RESPONSIBILITIES The post holder will provide direct staff leadership for the development, implementation and effective operation of the Executive Office (EO) which will co-ordinate the successfully delivery of cross-cutting change and improvement within the ICB and more broadly across the ICS in mid and south Essex. This will be achieved through ensuring the EO has a clear set of objectives, development plan and opportunities to discuss performance and development. The post holder will have excellent communication and engagement skills, and have the ability to build and maintain good working relationships with a broad range of internal and external stakeholders on a range of commercial and business sensitive issues to maximise the effectiveness of the ICB and ensuring collaboration within the ICB and more broadly across the system. The post holder will act as a representative and delegate of the Chief Executive, including relaying advice and recommendations and commissioning work. The post holder will be able to articulate the requirements of the Chief Executive in an effective and efficient way. The post holder will be able to manage potentially aggressive and/or antagonistic situations with partner organisations, staff and other key stakeholders and ensure successful outcomes are delivered from these situations. The post holder will employ effective communication, negotiation and influencing skills to enable an effective change management with stakeholders at all levels (including senior management) that may hold differing and contentious views. The post holder will be able to work effectively across the ICB Executive Team to facilitate effective joint working across the organisation and more broadly with leaders from across the ICS to secure the necessary conditions, systems and process to enable change at pace. The post holder will be able to effectively manage and progress sensitive issues or problems, such as employee relations or contractual matters working with discretion. The post holder will lead on the co-ordination and effective operation of the system of formal regulatory and commissioning mechanisms such as the System Oversight and Assurance Committees and ICB review meetings, working in partnership with NHS England and other regulators. The post holder will produce concise yet insightful communications for the Chief Executive and Executive Team, as well as regular reports and briefings on key issues for senior stakeholders such as ICB board members, NHS England or the Department of Health and Social Care. The post holder will represent the ICBs and ICS interests at specified national, regional and local strategic policy implementation groups. The post holder will lead on the development of the development of an effective Freedom to Speak Up culture within the ICB. Acting as or work working with the appointed ICB Guardian to develop this culture separate to but alongside the HR Team.
