Summary

As Infrastructure Manager you will ensure that the track and associated railway infrastructure at the Long Marston Rail Innovation Centre (LMRIC), remains safe, operable and is maintained to a standard that allows for its future operation. You will provide continued oversight to protect the asset base sufficiently to maximise its longevity, avoiding degradation that is not commensurate to its lifecycle position.

The infrastructure Manager will also provide professional railway infrastructure subject matter advice and recommendations to Porterbrook’s Professional Head of Rail Infrastructure to assist in their execution of this required function.

Responsibilities
Infrastructure Oversight
Work with the management team to understand the future operational requirements of the site and ensure that these have been considered against the infrastructure being utilised
Assess potential new projects/workstreams (such as testing, commissioning, storage etc) considered for LMRIC to determine their feasibility upon the infrastructure available, and any adjustments/improvements required
Work with the Operations Safety & Standards Manager to ensure operational processes and procedures remain wholly aligned with the functionality/capability of the infrastructure currently in place or being adopted through change management

Infrastructure Development/Integration
Progress and deliver any future infrastructure improvements, either required directly by LMRIC or in support of workstreams being undertaken on the site
Manage the safe integration of any additional infrastructure/equipment required either to support future developments or project activity
Ensure any alterations to the infrastructure or its interfaces are introduced in a controlled manner via the Porterbrook change management process and have been reviewed/approved by the Porterbrook Professional Head of Rail

Infrastructure Maintenance
Ensure the infrastructure on site is proactively maintained to provide a safe environment for operations, reduces the risk of avoidable downtime and protects the assets from inappropriate degradation. Such maintenance and ongoing testing should be in line with OEM service intervals and controlled using an appropriately robust asset register/database
Manage the maintenance and repair contractors/suppliers on site, prioritising work to maximise value for money and reduce impact on operations. Ensuring such contractors/suppliers are deemed competent and the supplied RAMS are reviewed to confirm they are robust and appropriate for the tasks being enacted
Work with the Facilities Manager to ensure maintenance is carried out to coincide with cognisance of other site maintenance or installation activities
Ensure all infrastructure spend is appropriately collated and budgeted for
Professional Head Support
Provide professional informed and considered subject matter advise to the Porterbrook Professional Head of Rail Infrastructure to assist in the ongoing governance and decision making with regards to the infrastructure
Compile reports and analysis when required on condition, operation, and enhancements to the infrastructure to inform future decision making and assessment of both risk and potential improvement opportunities

Additional
Provide help and support on site when required by the General Manager – Site & Asset Management, underpinning the ‘one team’ culture within the staff cohort
Ensure robust and effective arrangements in place for reacting to arising railway infrastructure defects and failures, which minimise operational downtime
Work with the Site Safety & Standards Manager to ensure all railway infrastructure (notably OLE isolation & earthing) is considered within robust site emergency response arrangements, to facilitate the safe and timely reaction of emergency services if called upon

Skills, Knowledge and Expertise
Qualifications
Chartered Membership of an Engineering Institution
Degree level attainment

Knowledge
Extensive experience of working with track & OLE infrastructure
Excellent knowledge of track layout, condition assessment & maintenance
Excellent knowledge of OLE provision & maintenance
Experience of infrastructure change and maintenance risk assessment
Experience in managing infrastructure installation & maintenance contractors
Experience of compiling infrastructure condition, operation and change/enhancement reporting
