1. Key Responsibilities In this role, you will be providing Clinical Transformation Leadership to the Programme and actively work with Children and Young Peoples Neurodevelopmental Conditions Pathway Leads Teams 0-18 in NCL to deliver the ambitions of the of the Program. You will also be expected to lead and support other internal and external Systems Partners across North Central London ICS, ensuring engagement in the Programme at the right level to support the programme delivery plans. You will provide appropriate clinical input as a subject matter expect in Neurodevelopment Conditions in children and young people with co-occurring conditions and ensure the Programme is represented in external facing NCL System Meetings; 0-18years Programme Boards; Clinical Networks and Childrens Health Steering Committees. You will work with a multi-professional teams and agencies of experienced practitioners with a variety of professional backgrounds, all of whom have chosen Neurodevelopmental Conditions as a specialist area of expertise. You will be leading a priority Programme with significant investment and expectations, and therefore more important than ever before to deliver the programme aims across the ICS, for the benefit of children, young people and their families. Reporting to the Partnerships and Transformation Director the postholder will take on responsibility for the delivery of key objectives within NCL-wide Neurodevelopmental Conditions 2 Year Programme 0-18years. This will involve working collaboratively and effectively with identified system partners as required. The post holder will promote the highest standards and ensure quality is maintained within the Programme they are responsible for. They will also ensure that Programme Delivery Plan and objectives and KPIs are delivered or wherever possible, exceeded. The postholder will ensure delivery of transformation priorities with CYP Programme Team support by working closely with the Triumvirate, senior leadership Team and External stakeholders. You will work with internal and external key stakeholders to drive transformation in your Programme. You will lead by example, demonstrating effective behaviors and providing clear direction whilst promoting and developing an inclusive, positive, motivated and engaged team culture and ethos across a range of different services. The postholder will be responsible for monitoring performance activity and implementing service and cost improvement plans (in conjunction with service managers), business plans and service delivery whiles maintaining collaborative relationships with a range of partners across North Central London partners. The post holder will provide the NDD Steering Committee with information on Transformation and Programme progress, any associated risks and remedial action plans. You will manage and prioritise an extensive and complex programme workload that will also include oversight of NDD project management team. The postholder will be a member of the CYP Programme Team and work closely with all NCL Children and Young Provider Leads linked to this Programme. The postholder will provide timely, efficient, and effective Clinical Transformation Leadership and management for this Programme, ensuring that these services are responsive and innovative. The postholder will support the Managing by acting up in certain circumstances and oversee and attend certain meetings as discussed, agreed, and required. 1.1 Financial responsibility Work with Finance colleagues to ensure value for money and financial/budgetary activities are actioned across the divisions and implemented in a timely manner. Comply with the Trust financial standing instructions and that financial obligations are met. Act as authorising signatory for capital and revenue budgets within agreed limits for the Programme. 1.2 Responsibility for Human Resources Provide leadership and support for dealing with and resolving staffing problems in a positive and constructive manner that cannot be resolved at a local level. Support the process of recruitment and ensure succession planning and development of clinical and managerial leaders within the Programme. Support and provide leadership to Project Managers and other leads in relation managing line reports to ensure systems are implemented to manage, supervise, appraise, and communicate to all interfacing system leads involved in the Programme. Ensure staff operate to standards required by the regulators and the Codes of Practice of relevant professional bodies and comply with Trust policies and procedures. Provide day-to-day operational management within the Programme ensuring that staff can contribute effectively to the achievement of objectives and targets. Key relationships will include the Community teams, System Leads, business intelligence and other services within and external to the trust. 1.3 Responsibility for Performance Deliver the transformation program in a timely manner. Deliver to time and budget against specific projects as allocated by the Partnership and Transformation Director relating to specific new Programme Developments or service improvement. Work with North London Foundation NHS Trust colleagues, System partners performance leads and Commissioners to ensure an effective balance between anticipated demand and available capacity. Increase or decrease clinical capacity to maintain an efficient balance between capacity and demand as required. Participate in the delivery of a robust planning cycle to define the activity levels, capacity, systems, and processes required to achieve all standards. Develop and implement effective reporting arrangements across the Neurodevelopmental Conditions Programme to accurately record and monitor performance key deliverable and to pro-actively manage any variances. Establish systems to oversee clinical pathway improvement program assisting in the formation and delivery of implementation plans. Ensure the delivery of all agreed activity plans to deliver the agreed level of income associated with the community services within the steering committee. Ensure that systems are in place and sufficient data is available within the community services to monitor and track performance to satisfy reporting requirements. Prepare briefing reports to the Partnership and Transformation Directors in relation to the programme delivery plans. Writing regular board level reports. 2. Clinical Responsibilities Ensure patient safety and experience is at the centre of planning, analysis, and delivery. Ensure that the Programme employ robust risk management of all system CYP Programme Priorities and national priorities. Provide support within the Programme to ensure a robust and up to date Risk Register is in place. 3. Governance Responsibilities Ensure that the highest standards of governance and probity are maintained across the divisions by ensuring all resources within operational service delivery are managed in accordance with Trust policies and procedures. Ensure the Programme aligns with the implementation of systems, control process and risk management arrangements to support monitoring of compliance with clinical governance standards and other Trust wide policies and processes including best practice requirements. 1. Policy / Service Development Provide necessary, accurate and timely information to the Partnership and Transformation Director, Clinical Director, CYP Programme- Senior Responsible Officer, CYP NDD steering Committee, CYP Provider Collaboration Group Leads, ICB CYP Programme Lead to assist its decision-making process. In conjunction with Divisional colleagues negotiate with external agencies to secure additional income for the delivery of performance targets and to agree supporting Service Level Agreements and infrastructure. Communicate the Trust vision, values and strategic aims and objectives both inside and outside the organisation. Ensure effective arrangements are in place to communicate on both operational and strategic issues with managers and clinicians across the Trust Develop alignment with the clinical staff involving an understanding and appreciation of the Trusts targets and business objectives. Ensure robust emergency planning and business continuity to provide resilience and management of internal/external incidents.
