Summary
Ensures self and others practice is in accordance with the Nursing and Midwifery Council and HCPC standards of conduct. Acts as an ambassador for the professional staff, ensures self and others practice to the highest professional standards. Acts as a role model for Nursing and AHP staff clinical staff responsible for leading and supporting professional and support staff and for ensuring that each practice in accordance with his/her role, job description and professional parameters. Ensures that all staff have clear and agreed performance objectives that support the delivery of the Division and the Trust values (mission statement) Responsible for ensuring that the Trusts Organisational Development Strategy is supported and implemented within own clinical Directorate. Participates in skill mix review, workforce redesign and recruitment and retention strategies to develop and modernise the workforce in conjunction with the Divisional Director of Nursing & AHP and Operational Managers. Ensure that staffing levels are appropriate to patient need by working with Unit Managers and Team Leaders to assess patient caseloads and adjust duty rotas accordingly, and to develop proposals for changes to skill mix and nursing establishments using information gathered from national and professional bodies. In collaboration with the Infection Prevention and Control team reduce healthcare related infection in accordance with national and local guidelines Ensure that staff are aware of their responsibility for Safeguarding including compliance with Trust policies and safeguarding supervision where necessary. Undertake monthly quality reviews of documentation from IT systems and pathway/paper documents to provide assurance of the quality and service delivered to patients. Responsible for providing accurate and timely records on patient care and performance using paper and IT based systems. Development of audits and analysis of working practices and trends to support improvements in performance in relation to quality and patient experience. Ensure patient confidentiality is maintained. Ensuring effective and appropriate supervision processes are in place, providing professional and clinical supervision as required. Maintain a consistent visible presence within clinical areas. Participate in the Duty Matron role at WWL Planning and Organisational Duties To work closely with Infection, Prevention and Control to ensure all IPC policies and procedures are adhered to by monitoring and challenging poor practice. Responsible for implementing effective risk assessment and management within own Clinical Directorate working closely with the quality and governance team. The Post Holder is accountable for the implementation of systems for monitoring the quality and safety of patient care, including the delivery of harm free care, and experiences. Support the teams throughout inspections and local accreditation schemes including the development and monitoring of improvement plans. Accountable for ensuring the appropriate and effective development, delivery and monitoring of patient care and service across their clinical areas. Monitors the quality and timeliness of nursing care and service provision in accordance with relevant professional and local standards. Responsible for ensuring that care is delivered in a safe, efficient, effective, and timely manner. Where possible, takes all reasonable action to address problems, concerns and complaints as near to source as possible, but also understands when to escalate. Supports quality, governance and operational team leaders to ensure the most appropriate distribution of staffing resources to balance risks and to ensure the safe and smooth running of Community Division. To work alongside the Professional Practice Team to lead, develop and maintain the in-house education/ training for all staff. To achieve good practice and that all staff are aware of their role to support specific polices and standards and code of practice. Lead on embedding action plans/learning arising from adverse events, incidents, never events, complaints in close liaison with the governance team. Participates in clinical audit and promotes/identifies research activity/opportunities that evaluate information that support clinical decision making. To work clinically at least 7.5 hours per month within own clinical areas of responsibility. To review processes, demonstrate positive professional communication with patients and staff, to review working practice and give staff assurance of the matrons clinical credibility. Work in partnership with Operational Managers, Unit Managers, Team Leaders, Corporate teams, and wider organisational teams in preparation for and assessment of compliance with CQC fundamental standards and will contribute to the implementation and delivery of the Nursing, Midwifery, Therapy and Care Staff Strategy To be a proactive change agent who will demonstrate a visionary innovative approach to safe patient care. Communications and Key Working Relationships Uses information obtained from patients, families, and staff to make positive changes to the patient experience and care where appropriate or necessary. Investigates clinical incidents and complaints/concerns as required and ensures that effective risk management and incident investigation systems are in place within their Clinical Directorate. Takes every reasonable effort to ensure that issues, concerns, and problems are managed efficiently and effectively. Providing professional and clinical supervision as required demonstrating advanced clinical knowledge, judgement and decision making. Ensure the inclusion of service users in service redesign. Responsibility for Finance Support the Divisional Management Team in the procurement and commissioning of services, products, and equipment, offering advice on the prioritisation of equipment requirements and manpower requirement Participate in regular review of establishments and skill mix ensuring appropriate levels are maintained and secured in line with service development. Ensure the efficient use of temporary and agency staff, monitoring quality and expenditure, authorising payments. Actively supports the Division to identify efficiencies that will release time and/or reduce spend across clinical and non-clinical areas. Responsibility for Human Resources To support the informal and formal appraisal of staff and for ensuring that they are trained, supported, and developed accordingly. Contribute to workforce planning for the Community Division by identifying appropriate succession planning which supports workforce requirements for the future. Ensure effective recruitment and retention initiatives are implemented in conjunction with senior staff both within the division and corporately, and that they are in line with Trust processes and systems. To support regular performance review and development plans for all staff within their area of responsibility, enabling career progression and succession planning and by empowering staff to undertake a wider range of clinical responsibilities to develop and apply their knowledge and skills in practice gaining feedback and reflective discussion opportunity. Contribute to and promote a culture that values staff, recognising and acknowledging achievement whilst positively addressing poor performance. Ensure that staff complete the required mandatory training for their job roles, to comply with Trust objectives.
