As 2IC Station Services Squadron/Higher Executive Officer (HEO) Hard FM; you are to ensure that the operational interests of RAF Halton are represented to Air Infrastructure Plans, Defence Infrastructure Organisation, and the Industry Partners and that the requirement for infrastructure work across the Maintain, Sustain, Change spectrum is clearly stated.
You will carry out Line Management duties of the Station Hard Facilities management team, whilst supervising their work. You are to ensure that all personnel under your management are trained and developed so that they are suitably qualified and experienced to carry out their job effectively, efficiently, and safely.
You will ensure that Officer Commanding Station Services Squadron and the Station Commander are kept informed of all future works, especially where there is likely to be an impact on operational output.
You are to implement MOD policy for the maintenance of the Estate by managing the prioritisation and delivery of Hard Facilities Management Work Services on Station in accordance with NGEC policy. You will manage the Stations Virtual Bank Account and Local Initiative Grant (LIG) allocations. Scope works through liaison with key station stakeholders to provide progressive local incremental improvements to Operations and Welfare on Station.
You will act as the principal point of contact for all Infrastructure projects on the Stn. Attending liaison meetings for routine station infrastructure business, projects and any other areas which require an infrastructure input. Review and amend, in parallel with Defence Infrastructure Organisation, the Site Delivery Plan to assist in developing the short, medium, and long-term strategy for the estate. Review and amend, in parallel with Defence Infrastructure Organisation the Risk Management Plan for the estate. Ensure that Statements of Need (SoN) are submitted to Air Command for any required projects, Maintain, Sustain, Change. Engage with Air Command, Infrastructure Plans, Works, and Projects to ensure that the Stations requirements and priorities are fully articulated.
You will project manage on behalf of the Head of Establishment, all infrastructure projects that are delivered on Station whether through Defence Infrastructure Organisation Plans and Project Delivery, Defence Infrastructure Organisation Service Delivery, Capital Investment Programme, CIDP (Command Infrastructure Development Plan) or RAF Infrastructure Plans Sustain Programme. Monitor Defence Infrastructure Organisation and Industry Partners performance and report as required to OC Station Service Squadron and the Head of Establishment.
