Your key responsibilities will include: To develop and implement an operational framework for Commercial and Workforce Operations for the Clinical and Reference Laboratories and then monitor and advise the Deputy Directors of any issues and ensure that any corrective actions are implemented. To monitor continuously laboratory operations and performance and introduce improvements to ensure that highly effective ways of working are maintained. To oversee and quality assure the production of business cases, as necessary, to support decision making. To develop and prepare and lead on the implementation of business planning in conjunction with the Deputy Directors To ensure progress on all objectives including those contributing to UKHSA, Science Group and Public Health Microbiology Division Business Plans. Ensure all senior managers are working towards performance targets. To identify business risks and advise and support the Deputy Directors to manage those risks. To coordinate input into corporate policies and to formulate and promulgate plans for these policies. With the Deputy Directors, ensure compliance with all corporate policies and procedures. Contribute to corporate policy making as and where required. To deputise for the Deputy Directors as appropriate. Alongside the other Reference Services Unit Heads and Clinical laboratory Heads of Operations, to define, shape, lead and deliver transformation programme initiatives across Public Health Microbiology Laboratories as required. To identify and engage with strategic stakeholders and policy makers to inform strategic development. To oversee efficient Commercial and Workforce requirements for optimum operation of laboratory services, using financial, workforce and other business analyses to ensure that services comply with best practice, and are safe, economical and effective. To enable Reference Services Unit Heads and Clinical Laboratory Heads of Operations to continuously review the provision of the PHM Laboratory services, taking account of patient and customer requirements and the required outputs of the public health services. To participate as a full member of the PHM Laboratories senior management team. Alongside the Reference Service Unit Heads and Clinical Laboratory Heads of Operations, to develop Commercial and Workforce strategies to deliver evidence based and co-ordinated public health microbiology services. To identify and engage with strategic stakeholders and policy makers to inform strategic development The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive. You may want to save a copy for your records. Location This role is being offered as hybrid working based at one of our Scientific Campuses. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's scientific campus sites (Colindale, Porton or Chilton). If based at one of our scientific locations you will be required to have a Counter Terrorism Check security vetting check as a minimum. For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 3 years as the role requires Counter Terrorism Check (CTC) clearance. In exceptional circumstances UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.
