NHS England are looking to recruit an Analytical Officer at Band 6 Level. The post will be based within the East Intelligence & Insight Team.
At a high level, the Intelligence & Insight Team supports the East of England’s Operations Directorate to distinguish between signal and background noise. We guide customers to make meaningful changes within their work areas, which broadly cover performance and improvement, always bearing in mind that behind all the numbers are the patients we serve.
As an Analytical Officer, the post holder will work as part of a dynamic insight team supporting managers and staff across the Operations and System Support Directorate, helping them to distinguish between signal and noise by providing actionable insights.
The Analytical Officer will help deliver a high-quality insight service to customers using knowledge of NHS data and business processes, good technical skills, and a passion for storytelling. Through their insight skills, they will enable the Operations and System Support Directorate to drive meaningful changes for patients in the region.
· Demonstrate experience and understanding of a breadth of analytical methods (i.e. economics, statistics, social research, health related disciplines and operational research techniques) and their application, to provide high quality, timely analysis and intelligence to a standard which reflects current best practice;
· Demonstrate an understanding/experience of at least one analytical technique with application to healthcare;
· Structure problems and develop appropriate analytical solutions, analysing and triangulating data in innovative ways, and adapting approaches to deal with ambiguity. Deploy analytical judgement in dealing with unstructured and/or missing data;
· Take a practical approach to providing advice, giving persuasive explanations of complex concepts orally and in writing to a range of audiences, in a clear and accessible manner;
· Have good project management skills, including the ability to plan, manage and deliver a portfolio of projects, juggle competing priorities and tight deadlines for self and team. Anticipate and proactively manage delivery risks, quality assure their own and other’s work;
· Build collaborative relationships across the health system, including internal and external policy and analytical teams, providers and clinical experts, and challenging external partners and stakeholders, to ensure analyses are relevant to their needs.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.
Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

The key skills we are looking for in the applicant:
· Evidence of familiarity with and application of statistical techniques beyond those of descriptive statistics (e.g. standardisation and confidence intervals). This may include multivariate analysis, forecasting and modelling. Experience in use of mixed method approaches using qualitative and quantitative methods (i.e. evaluation, health service research or economics).
· Inquisitive and methodical in applying analytical skills. As an analyst, you will know how to use techniques appropriately and either have a degree in a highly numerate area or evidence of equivalent experience.
· Technical skills - We currently use a mix of SQL, R, Python, Databricks & Tableau to work directly with large data sets and produce analysis at scale. As an analytical officer you’ll need to be familiar with using technical tools or show keenness to learn these.
· Comfortable working with data and evidence - The NHS has a multitude of large data sets. Experience in NHS data sources is welcome, although transferrable skills are considered.
· Ability to analyse very complex issues where material is conflicting and drawn from multiple sources.
· Demonstrated capability to act upon incomplete information, assess data quality, using experience to make inferences and decision making.
· Relationship building & networks - Our analysis and support are needed to influence the design of the NHS and support those taking difficult decisions, you need to be able to work to a brief to deliver timely analysis.
· Clear communicator with excellent written and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately to a diverse and varied range of audiences consisting of internal and external stakeholders.
· Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales.
The post holder will be required to be adaptable and make judgements when finding analytical solutions to problems, to analyse and triangulate data in innovative ways and present findings clearly to a range of audiences.
While a healthcare background is beneficial, it is not essential, you could bring transferrable experience and skills with intelligence and data. Or you might have a huge experience in healthcare but have not quite developed the technical skills – if you have the right numerate background and can demonstrate the right aptitude, please do apply as we can support training and development.
