The Job Evaluation, Design and Improvement Team (which sits within the Central Operations Support team, within the Probation Operations Directorate) is seeking expressions of interest for HMPPS Band 8 Policy Lead temporary post for 2years.
The Probation Operations Directorate (POD) is new directorate, formed in April 2024, as a result of the OneHMPPS restructure. It is designed to fully support the Chief Probation Officer deliver her priorities to the front line service, through Courts and Sentencing, Community Delivery Group, National Security Division and Central Operations Support.
Central Operations Support (COS) provides operational support across HMPPS and into regions to assure excellence in delivery. COS is focused on delivering activity that makes a positive difference in contributing to the Chief Probation Officer’s priorities, which includes probation reset, recruitment and retention, public protection, job evaluation and strengthening middle management leadership.
The Job Evaluation, Design and Improvement Team (JEDIT) are a small team within the Central Operations Support structure, responsible for ensuring the Probation Job Evaluation Schemes (JES) are transparent, consistent and fairly applied to all job descriptions. The team are heavily involved in stakeholder management, including extensive Trade Union engagement, as well as Ministry of Justice People Group through Pay and Reward, the Job Evaluation Assurance Team (JEAT) and HR teams.
The Band 8 Policy Lead will be responsible for ensuring delivery of recommendations from the JES Strategic Plan and oversight of the job evaluation process, ensuring it is managed in a timely and consistent way in line with Probation Service job evaluation schemes. The role holder will drive forward engagement with a wide range of stakeholders to maintain confidence in the scheme and work collaboratively to devise efficient and effective ways of developing and implementing the JES Strategic Plan recommendations. There will be line management responsibilities for up to four HMPPS Pay Band 6 roles.
Your priorities will include:
• Line management, including day to day people management activities and team engagement.
• Leading on engagement and communication with key stakeholders across POD, wider HMPPS and MOJ directorates/departments to support the delivery of job evaluation for Probation Service roles.
• Supporting the development of and improvements to the job evaluation scheme as set out in the JES Strategic Plan.
• Developing and monitoring job evaluation plans and trackers to ensure that job activities are on track against timescales and quality indicators.
• Overseeing the end-to-end job evaluation process and the drafting of the job descriptions and supporting documents delivered by the team.
• Identifying risks and issues, to ensure that effective mitigations and controls are deployed in response to any emerging risks.
• Contribute to formal commissions, including PQs, topical briefs, Ministerial briefings and subs, HMIP recommendations.
The job holder is responsible for planning, managing and overseeing the policy development work as well as being the subject matter expert across relevant policies, providing advice to Ministers (through the Head of Team), MoJ policy colleagues, senior officials in NOMS and the operational line.
The job holder will be responsible for planning and managing policy development and implementation for a group of policies, which may change rapidly. Job Holder will on occasions be required to represent NOMS in meetings with outside organisations and stakeholders and Other Government Departments
