DHSC is accountable to Parliament, which represents the public that we serve and plays an important role in scrutinising and shaping policy, advocating on behalf of outside interests, and applying pressure for change. In doing so, it affects public perceptions of our department, our ministers, and our work. Parliamentarians often have deep subject-matter expertise or local knowledge and connections that we can tap, and can amplify our messages in order to reach more of the public.

The Parliamentary Intelligence, Insight and Engagement team supports ministers and officials to understand the parliamentary context and to navigate the parliamentary risks and opportunities associated with the delivery of the Department’s priorities.

The key responsibilities of the team are to

  • Gather, interpret and present intelligence about the interests and priorities of parliamentarians in order to
      • enable officials to better understand the parliamentary context of their policy area
      • identify novel perspectives and ideas originating in Parliament
      • prepare ministers and senior officials to robustly defend performance and advocate for departmental priorities in Parliament, based on a sophisticated understanding of areas of challenge
      • map likely support and opposition to legislation, policy announcements, etc
  • Deliver proactive communications to parliamentarians to highlight progress towards the Department’s priorities and to leverage cross-party support for government campaigns
  • Build departmental awareness of and capability in parliamentary intelligence and engagement.
The Parliamentary Intelligence, Insight and Engagement Team Deputy Team Leader is responsible for leading on parliamentary engagement within a specific portfolio area, leads and manages a subteam delivering insights on parliamentarians' positions on the Department's areas of responsibility, leads service improvement and departmental outreach, and supports and deputises for the Team Leader in setting direction and standards, clarifying priorities, building capability and driving delivery.
