Summary
The Lampard Inquiry is a statutory public inquiry investigating mental health inpatient deaths in Essex. The purpose is to "investigate the circumstances surrounding the deaths of mental health inpatients under the care of NHS Trusts in Essex" over the 24-year period between the start of 2000 and the end of 2023. This is the first Public Inquiry set up in the UK to investigate mental healthcare and it is chaired by Baroness Kate Lampard CBE.
Supporting Baroness Lampard in the delivery of the Inquiry is a small and highly motivated Secretariat team (headed by the Secretary to the Inquiry) whose role it is to support and advise the Inquiry Chair. The Chair and the Secretariat team are legally supported by the Solicitor to the Inquiry and Lead Counsel.
As an independent inquiry, the Inquiry team work independently from Government, the NHS and any other organisation. Please note that due to the nature of the Inquiry’s work, the successful candidate may be involved in areas of work, and exposed to content, which some people may find distressing. The Inquiry provides specialist, independent emotional support to those working on the Inquiry.
These roles are being offered as a 12-month fixed term agreement or loan/secondment opportunity, with the option to extend to 24 months (in total), to support the delivery of the statutory inquiry. We are looking to fill 4 roles and the jobs will be made up from a combination of the following:
Investigations Officer
This role will sit in the Inquiry’s investigations team, whose work is the crux of the Inquiry. The role will involve analysing evidence and supporting the development of lines of enquiry. The Investigations Officer will play a role, working with other investigators, to identify key issues related to the care and treatment of key cases, as set out in the Terms of Reference. The role will include reviewing and accurately summarising large volumes of information and identifying any reoccurring themes.
Engagement Officer
This role will play a vital role on the inquiry’s engagement team to support bereaved families, people with lived experience of mental health inpatient units, and other key stakeholders. Excellent communication skills are required to manage the day-to-day contact with witnesses to ensure that they are informed about the work of the inquiry. The inquiry uses a trauma informed approach to our engagement, experience of this practise is desirable but not essential as the successful candidate will be trained to deliver engagement in this way.
Policy, Research, Drafting and Communications Officer
This role requires excellent written communication and involves producing policy papers on a range of topics to support the Inquiry, undertaking research on policies and strategies that impact the Inquiry’s work, drafting communications for our Inquiry website and social media, uploading to and managing the Inquiry’s website, supporting with drafting media lines and working with our communications agency to produce infographics and interactive media content, such as videos.
Hearings Officer
This role requires excellent organisation and planning skills and involves supporting the team with the running of our public hearings. It will involve liaising with suppliers, venues, technical support teams and others to ensure the smooth running of the hearings, supporting the team with contract management of the suppliers, project management of the hearings and contributing to communications and senior briefings on all aspects of the public hearings.
In addition, all successful candidates will be expected to work flexibly across the Inquiry team to support essential work. Travel to the Inquiry Hearing Centre, which will be mostly in London, but sometimes in Essex, may be required when hearings are taking place.
The key responsibilities and accountabilities across the 4 roles will include a combination of the following:
- Producing briefings for the Inquiry Chair and other senior team members
- Attending and supporting at the Inquiry’s public hearings (which will be predominately taking place in London)
- Deputising for the SEO and Grade 7 in the team where required.
- Analysing and summarising large volume of information to produce documents which support the Inquiry’s investigations and understanding of relevant topics
- Researching topics and producing written papers on complex policy issues relevant to the Inquiry.
- Working directly with our external communications agency to support communications activity, developing press lines and other communications content.
- Creating high quality content for the Inquiry’s website, social media channels and other public communications, including written and visual content.
- Managing engagement with witnesses and having designated casework in order to build rapport with individuals
- Managing and responding to emails and other direct communication with the Inquiry from the public, core participants and witnesses.
- Managing relationships with a wide range of external and internal stakeholders in order to deliver effective public hearings
- Planning and delivering public facing events.
Due to the varied nature of the Inquiry’s work, the job holders may need to work flexibly to support work in additional areas that are not listed above.
