Crynodeb

You’ll co-ordinate FMT staff to ensure all elements of scene examination and the seizure, storage and process of forensic exhibits, together with formulating Forensic Strategy (in conjunction with the Senior Investigating Officer), fall in line with current operating standards.

You’ll ensure the team carry out detailed investigations of scenes and properties, to exploit evidential opportunities, consider forensic opportunities, secure, record and process evidence.

You’ll liaise with other police forces partner agencies to ensure staffing requirements fulfil the needs of the network and inform CATO of the necessary requirements.

Your decision making will be very important, and officers of all ranks will be looking towards you for advice and guidance. This is a demanding, challenging and rewarding job.

Responsibilities

- To attain ISO 17020 & 170205 Accreditation & manage the maintenance of that standard within the team. Work closely with the Quality Manager to ensure a consistent and compliant approach.
- Coordinating the delivery of advice, presentations and training about the operational role of the FMT to key partners within the Police & key partner agencies.
- Ensure all staff understand and adhere to the processes, are compliance tested, audited and detailed records kept and maintained. Arrange for all staff to undertake and pass an initial assessment and then conduct the on-going reviews in order to maintain the accreditation.
- Develop and adopt national processes, in consideration of local variances, and support network colleagues to enable all CT FMTs to become accredited.
- Coordinating FMT activities following the arrest and detentions of individuals under the Terrorism Act 2000, in line with national FMT protocols.
- Coordinating local & national FMT resources at hospitals & mortuaries following mass casualty CT Incidents. To work with designated Police Mortuary Operations Coordinators to direct & control exhibits recovered from injured/deceased persons, package exhibits recovered from injured/deceased persons, assist HM Coroner as directed and act as a point of contact between HM Coroner/SIM/SIO.
- Attend and give evidence at court as a Subject Matter Expert or due to having undertaken the role of Exhibits Officer at a scene of an investigation. To produce exhibits for the court and provide an explanation regarding their seizure, recording, processing or storage.
- Managing the team with technical support, with a clear focus on developing and maintaining their specialist skills.
- Attending incidents which are classed as unexploded/exploded bomb scenes, CBRN scenes, Marauding Terrorist Attacks in order to assess risk and coordinate the most appropriate resources & operational capabilities to ensure a comprehensive evidential recovery of the scene.
- Working with SIO’s to ensure that forensic issues are considered during searches of premises, vehicles and other CT scenes.

Skills and competencies

Essential

Proven ability to demonstrate integrity, innovation, creativity, motivation and a dynamic approach to what is a high-profile unit.

Proven ability to work unsupervised with the ability to make time critical decisions.

Willingness to deploy into a CBRN environment.

Proven decision making and communication skills with the ability to influence, engage and form strong relationships with internal and external partners.

Proven knowledge and experience of ISO 17020 and 17025 Quality Management System(s) and associated standards and guidelines.

Full UK driving license.

Proven knowledge and experience of forensic scene examinations, the recovery of evidence and correct packaging/storage of exhibits.

Proven experience of managing staff from multiple teams/agencies in complex scene management and recovery of evidence.

Desirable

CBRN trained and knowledge of forensic issues surrounding CBRN scene management.

Knowledge/ experience of HOLMES 2 database.

Experience/working knowledge of the CT network and roles and responsibilities.
