Summary

These roles sit within the newly established Office of Trade Sanctions Implementation (OTSI) in the Department for Business and Trade.

It’s an exciting time to join the Department to work on trade defence. In the aftermath of the illegal attack on Ukraine by the Russian government, the Department established OTSI to strengthen the implementation and enforcement of trade sanctions. OTSI plays a key role in supporting businesses to comply with trade sanctions through outreach and guidance. New legislation has also provided OTSI a toolkit of civil enforcement powers to implement and enforce trade sanctions, including the ability to levy civil monetary penalties.

Trade sanctions is a high-profile area on the Department’s business and trade agenda that cuts across the UK’s domestic and international interests. It’s a key priority for Ministers across Government departments, with whom we work in close partnership on shared policy and implementation objectives. The OTSI team works closely with UK businesses and with domestic and international partners to support the UK’s global sanctions and economic deterrence objectives.

We are looking for engaged individuals to join OTSI’s Compliance and Enforcement team and Licensing team.

Compliance & Enforcement Roles

You will be part of a new and growing team, which will be responsible for monitoring compliance with relevant trade sanctions, assessing potential breaches, and taking appropriate enforcement action if businesses or individuals have breached their sanctions obligations. This will include:

  • Driving forward compliance and enforcement casework. You will work with Senior Executive Officers to investigate cases, gather evidence and work with lawyers and other interested partners to determine the most appropriate compliance outcomes.
  • Developing the team’s insight into sanctions breaches and intelligence gaps by identifying and managing risks, emerging threats, and opportunities for civil enforcement actions.
  • Gaining proficiency in the use of a range of tools to support effective due diligence and robust investigative processes.

Licensing Roles

OTSI’s Licensing Unit is responsible for assessing applications from companies and sole traders for licences which would allow them to provide services that are otherwise prohibited under UK sanctions regulations. We issue licences on behalf of the Secretary of State. Responsibilities of a Sanctions Licensing Caseworker include:

  • Owning the assessment of licence applications from the point of submission to the point of conclusion, including analysing the validity and completeness of information submitted to OTSI, working with other teams in government to assess applications against sanctions regulations, and giving clear advice on whether licences should be granted or not.
  • Effectively managing multiple cases simultaneously to ensure we deliver timely responses to our customers.
  • Working as part of the team to continue to ensure the licensing process is as robust and efficient as possible as we continue to develop it.

In both of these roles, you will need to develop a very good understanding of UK trade sanctions legislation.

The role will be based in one of the seven DBT hubs. You will be asked to express a location preference during the application process. Please be aware that this role can only be carried out within the UK and not overseas. Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role. Most DBT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average. If your office location is London, you will be eligible to receive London weighting.  Appointments will be made to candidates in merit order based on location preferences.
