Providing specialist expert advice to the SIRO, Caldicott Guardian to ensure that the Trust operates within legal and ethical frameworks. To build effective relationships with internal and external stakeholders to provide and receive information regarding highly sensitive clinical matters, patients personal information, safeguarding issues or contentious details within major organisational change. Use negotiation, motivational and persuasive skills to engage staff and ensure successful implementation of systems, methods and processes relating to Information Governance. Liaise directly with the Information Commissioners Office on appeals, complaints and reviews submitted to them by members of the public. To be a resource for all employees by providing advice and guidance on complex Data Protection issues in relation to legislation, national guidance and protocols and local policies and procedures. To undertake Information Risk Assessment, monitor Information Security incident forms, investigate, and resolve complex breaches in security and confidentiality identifying areas of improvement and develop appropriate reports. To notify the fact of processing to the Information Commissioner and analyse and maintain the accuracy and currency of the organisations annual registration. Analytical skills required to be able to diagnose a complex information governance problem and to understand the complexity of the situation or sensitivity surrounding the situation. Manage detailed DPA requests (including requests that overlap between DPA and the Freedom of Information Act) and respond to concerns relating to DPA both in writing and in the form of meetings with the public and /or those representing them. Monitor and audit processes to identify gaps or weaknesses in current practices or IT systems, ensuring all recommendations are implemented to deliver an improvement in The Trusts service delivery. Recruitment and line management of the Information Governance Team including encouragement of CPD, managing attendance at work, managing grievances and disciplinary hearings, appraisals and performance. As the Trusts lead officer, provide subject matter expertise in the design and maintenance of the Trusts national data sharing information system portal and oversee its maintenance. Required to regularly design, undertake, and formally report on information governance audits and surveys, internal or external to the department.
