Temporary Recovery Officer-Council Tax & Business Rates

Pay Rate: £16.49 per hour PAYE

37 Monday – Friday, normal working hours

This opening assignment is for 4-5 months

City: OXFORD

Standard DBS disclosure required

Candidates are not expected to come into the office and wouldn't be expected to go to court.

Must have recent experience of using Civica (Open Revenues). Civica Pay is not the same and this will be asked at interviews. Must have local authority council tax and business rates recovery experience

This is a proactive role and does include call outs to customers. This is a big part of the role. Responsible for collecting money due for Council Tax, Business Rates. Negotiate repayment plans or take recovery action where a plan cannot be agreed. Identify suitable cases for legal enforcement, referral to Advice Centres and write-off.

Key responsibilities:

Processing incoming data in accordance with legislation and Council Policies to ensure the collection of Council Tax, Business Rates is made correctly.
Interrogating and cross referencing on all database systems that are available to verify liability and assist in the collection of monies due.
Following the recovery procedures to decide the best action to take to collect the money due.
Initiating contact and follow up with customers who have fallen behind with payments.
Obtaining up to date financial information to maximise customer income and negotiate repayment plans.
Maximising take up of benefits, discounts, exemptions and reliefs for those entitled to them.
Escalating cases to Senior Recovery Officers where normal recovery tools are ineffective or are challenged.
Recommending cases to be written-off where further recovery activity is not appropriate.
Support the development and delivery of the Revenues service, making recommendations to aid continuous improvement and ensure innovation is pursued and recognised.

Qualifications:

Educated to GCSE level (or equivalent), including English and Maths at grade C or above.

Knowledge:

Knowledge of QUBE property management software - desirable
Knowledge of basic construction and maintenance terms - desirable
Understanding of general office procedures.

Experience:

Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
Must have local authority council tax and business rates recovery experience.
Experience of providing service to customers making sure their needs are understood, met, and managed.
Experience of administering Council Tax, Business Rates, or experience of working in a financial, collection or debt recovery environment.
Experience of recovering debts and the ability to advise appropriately customers with financial difficulties.

Skills & Abilities:

Excellent negotiation skills to make realistic repayment plans with customers.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite, Adobe Pro).
Ability to interpret legislation and communicate information to non-specialists both verbally and in writing.
Able to manage a busy workload while remaining calm, meeting deadlines and exceeding targets.
