GENERAL DESCRIPTION

The post holder will be expected to carry out administrative duties relating to the work of Ruddington Parish Council (“the Council”) and deputise for the Clerk to the Council in his/her absence.

SPECIFIC RESPONSIBILITIES

1. To deputise for the Clerk in his/her absence including: preparing agendas and clerking meetings, wages/payroll, Responsible Financial Officer, VAT, oversight of cemetery systems and staff supervision.

2. To work with and assist the Clerk in the running of the Council including: budgets, final accounts, financial reports, cash flow, controlling investments and bank transfers, newsletter, website, village guide, payroll, and personnel matters.

3. To assist with the preparation of reports, statistics and committee papers.

4. To assist with the preparation of records for internal and external audit and final accounts.

5. To prepare, in consultation with appropriate members, the agenda for meetings of the Council and its Standing Committees.

6. To attend meetings of the Parish Council, committees and working groups, as required, and prepare minutes for approval.

7. To issue invoices on behalf of the Council for goods and services to ensure payment is received promptly

8. To manage the Petty Cash account.

9. To ensure that all monies received are banked regularly.

10. To jointly monitor compliance with the Council’s financial regulations and to ensure correct financial systems are in place.

11. To maintain the Council’s register of property and assets

12. To ensure that the Council’s Risk Assessment process is kept up to date and that Health & Safety issues brought to the attention of the Clerk and/or relevant committee.

13. To receive correspondence and documents on behalf of the Council and to deal with the correspondence or documents or bring such items to the attention of the Council. To issue correspondence as a result of the instructions of, or the known policy of, the Council.

14. To ensure that the Council’s agreements for all types of hirers and users are kept current.

15. Allotments: including agreements, monthly inspections, monitoring and ensuring a good standard of cultivation of plots and maintenance of the site.

16. To undertake the management of facilities at St. Peter’s Rooms and the Village Hall including: lettings/bookings and charges, liaison and building up relations with regular users, management of routine maintenance and heating, supervision of cleaners and setting up tables where required.

17. To organise Council run competitions.

18. To prepare reports for Committee Chairman for the Annual Parish Meeting

19. To maintain inventories of equipment.

20. To attend call-outs, visit premises and make deliveries, as required

21. To undertake ‘One off’ projects as agreed with the Clerk.

22. To explore opportunities for grants and donations to assist Council in meeting the needs and expectations of Ruddington residents and businesses and prepare funding applications for submission.

23. To monitor social media, bring to the attention of the Clerk any pertinent issues and post appropriate items as instructed.

24. To work additional hours as necessary.

25. To undertake any other duties as may be required from time to time.

26. To attend training courses on the work and role of the Clerk as required by the Council.
