Working alongside the Assistant Director, Head of Service and other senior managers within the department, the Capital Development Manager posts will oversee the delivery of Hull’s strategically influential capital regeneration programme that is investing more than £400m within the city over the next five years.
We are seeking candidates with excellent business acumen, robust programme and project management capabilities, PFI contract management experience and a strong strategic vision to work in partnership with our regeneration partners to drive forward inward investment and place-making opportunities through the development of sound business cases and the procurement and effective management of suitable technical professionals and contractors to translate the Council’s vision into reality.
The Capital Development Manager posts will lead both Council-employed programme management staff and teams of external consultants, whilst implementing robust risk mitigation measures to ensure that work is delivered to time, quality and budget. The schemes within our extensive capital regeneration programme span all project stages including initial inception (land/property acquisition and stakeholder engagement), feasibility (costing/funding including bid writing), development (detailed design), delivery (on-site construction) and post-handover (defect management).
In line with the Council’s ambition to transform Hull into a productive, innovative and clean growth economy, our regeneration programme comprises a diverse range of projects that include city centre regeneration schemes, school improvement/expansion projects, cutting-edge green initiatives and the design and delivery of major highways improvements. Capital Development Managers, are required to lead activity in the Carbon Neutral, City Centre & Neighbourhoods and PFI Contract Management teams respectively.
