Summary

One of the highest priorities for the Civil Service is improving commercial capability across Government, a priority being driven by the Commercial & Contract Management Capability Programme (CCMCP). Annual central government commercial spend on goods and services is c.£50bn and if you include the wider public sector this figure is almost £300bn - even the smallest improvements in capability can unlock massive value across the system.

Phase one of the CCMCP established the Government Commercial Organisation (GCO) – as the single central employer of commercial specialists at Grade 6 and above for central government. As part of the drive to improve commercial capability the GCO provides services to attract, recruit, retain and develop the best senior commercial talent, helping to drive commercial best practice and better commercial outcomes.

Phase two of the CCMCP has been expanding the improvement of commercial capability across three new populations; (1) Commercial Leads (Grade 7s) in Central Government Departments; (2) Wider Government Bodies; (3) Contract Managers. Planning is underway to transition this work into business-as usual (BAU).

The work of the PMO now spans both our change and some critical business-as-usual (BAU) activities and is key to ensuring an optimal projects portfolio for transformation and strong business performance. The PMO now has three distinct areas of focus 1) The delivery of our major projects portfolio 2) performance management and 3) governance management and project support. However, all three areas need to work together to deliver maximum value for the business and our key stakeholders.

We are looking for a Learning Management System (LMS) Managers to join our LMS team on a fixed term 12 month contract to cover maternity leave. To work with colleagues in their immediate team and across Capability to oversee the implementation, maintenance, and ongoing development of our LMS platform. The LMS Manager will be part of a team responsible for managing the day-to-day operations of the LMS, offering depth and resilience in our management of a business-critical system, and ensuring that the system is functioning at optimal levels at all times. The ideal candidate will have experience in managing a Learning Management System (Totara) and be familiar with current LMS technologies and best practices and working within a team including a Product Manager, acting in a product owner role, and with a commercial contract manager and senior contract owner.

The Learning Management Systems Specialist role is a technical, system-focused role, where you will build our learner experience through innovative and continuous improvement of our Learning Management System (LMS) and ensure that the LMS is configured in the best possible way to deliver an effective and engaging user experience for all end users. You will also act as second-line support for end-user queries with LMS functionality. You will have excellent teamwork and communication skills and be able to build relationships with stakeholders at all levels. You will be experienced in managing and prioritising a changing workload.
