The Role and Our Team
The Recruitment Team support the business by providing a recruitment service to our internal customers. Ensuring that we attract, hire and onboard the most able candidates.
We are looking for a Recruitment Manager to join our Birmingham Office. As a member of the Recruitment Team, you will report to the Recruitment Lead, and work alongside three Recruitment Managers. You will be predominantly responsible for supporting the Office for Product Safety and Standards (OPSS) colleagues in their candidate attraction, recruitment and onboarding activities, while also supporting projects and initiatives.

As one of our Recruitment Managers, you’ll be managing the end-to-end recruitment process in an innovative, engaging, and robust way using Civil Service Recruitment principles. Ensuring that you identify risks and take actions to mitigate them.

You will be proactive in promoting an efficient and consistent recruitment service to the business and have the scope and autonomy to bring your own ideas, contributing to continuous improvement in talent acquisition strategy.
A key focus is to provide a professional high-quality recruitment service to the organisation whilst also growing your skills and knowledge.
Building positive relationships with hiring managers will also be a crucial part of your role. You will play an instrumental role in building our reputation as an employer of choice.

Please note that the internal job title will be Organisational Capacity Manager, and you will be working within the Organisational Capacity Team.

This role will provide you with the opportunity to grow and develop, as well as many opportunities to broaden and diversify your HR knowledge and experience across other HR service functions.
You will be responsible for:
- Acting as a OPSS recruitment subject matter expert.
- Providing hiring managers with an end-to-end recruitment service, offering information, advice, and guidance to enable them to successfully manage their recruitment.
- Regular updating and monitoring of recruitment activity via a recruitment team inbox and activity trackers.
- Ability to balance a varied workload, prioritising and communicating with team members as required.
- Representing OPSS in cross Government events relating to resourcing – DAS, Fast Streamers, Apprentices.
- Building relationships with hiring managers and leading on quality assurance to ensure clear job descriptions and candidate specifications are agreed for each job role.
- Ensure all vacancies are aligned with recruitment principles and follow fair and open competition rules. Referring back to hiring managers with any areas of non-compliance or ambiguity.
- Establishing relationships with central recruitment teams to ensure effective progression from identification of need through to agreement of start dates.
- Ensuring records of recruitment activities are complete and kept up to date to produce accurate MI.
- Maintaining current knowledge of changes to Civil Service recruitment principles and departmental policy and procedures.
- Driving change and continuous improvement across all aspects of recruitment, suggesting ways to improve the recruitment process.
- Working with minimal supervision, taking responsibility for outcomes.
- Working closely with the Organisational Capacity Lead to understand and proactively deliver resourcing plans that meet business needs.
- Mentoring and Line management may be a part of your role.
- Provide a high level of Customer Service and maintain professional working relationships with hiring managers and candidates, promoting continuous improvement throughout.
- Maintain the professional image and reputation of the Organisational Capacity team and People team by ensuring the accurate and timely resolution of recruitment issues and queries.
- Helping to develop the overall candidate attraction strategy utilising professional networks, industry groups/events, direct attraction, social media, 3rd party advertising platforms and job boards.
- Reviewing existing processes and making evidence-based proposals for changes and improvements.
- Providing support and guidance on People queries to colleagues.
Occasional travel to OPSS offices or other locations is required according to business need. This may also include overnight stays. Travel and subsistence will be provided in line with the DBT policy.
