The Parliamentary Affairs Team is integral to helping the Department further its priorities by ensuring high-quality parliamentary engagement and that parliamentary obligations are met. It is responsible for the coordination of all DHSC business which takes place in the House of Commons or House of Lords, including debates, written and oral ministerial statements, oral parliamentary questions, urgent questions and private notice questions, and more. Outside the chambers, the team manages the Department’s relationship with the parliamentary select committees and is responsible for laying parliamentary papers. The team also supports the DHSC to plan, prioritise and delivery its programme of primary and secondary legislation.
The Parliamentary Affairs Team sits within the Private Office, Intelligence and Parliamentary division, led by the Principal Private Secretary to the Secretary of State. Our role is to support Ministers and officials to deliver the Department’s objectives through intelligent, collaborative and strategic parliamentary management, insight and engagement. This is a fast-paced role in a busy team, and you will have significant exposure to Ministers and senior officials.
The Parliamentary Affairs Team has two Deputy Parliamentary Clerk roles available, one of whom will work on Chamber and Committee Business, and the other Legislation.
The postholders will oversee the whole range of DHSC's business in Parliament. They will confidently advise Ministers and senior officials on complex parliamentary and legislative matters with ease.
The Deputy Parliamentary Clerk for Chambers and Committee Business will be the parliamentary lead for Health and Social Care oral questions in the Commons, providing high-quality advice and guidance to Ministers and officials. They will also be responsible for advising Ministers and officials on written ministerial statements, which they will see through to publication. They will work closely with the Parliamentary Clerk on urgent questions (UQs) and private notice questions (PNQs), and oral statements.
The Deputy Parliamentary Clerk for Legislation will lead on the development, coordination and delivery of DHSC's primary and secondary legislation programme. They will be responsible for identifying, assessing and strategically planning the department's primary legislation programme, including both government bills and private members' bills. They will lead DHSC's primary legislation bidding process, ensuring bids are robustly tested against departmental priorities, as well as reputational and delivery risks, and engaging senior officials, lawyers and external stakeholders. They will oversee the delivery of DHSC's substantial programme of secondary legislation, providing advice to DHSC's Statutory Instrument Minister and Senior Responsible Owner as required.
The Deputy Parliamentary Clerks will deputise for the Parliamentary Clerk and support her in managing all of the Department's business in Parliament. Each Deputy Parliamentary Clerk will directly manage one HEO and countersign a further EO.
These posts require out of hours working, for which an allowance will be provided. You will work on a pre-arranged rota with the Parliamentary Clerk, providing cover in the mornings and evenings outside of normal working hours, and on weekends during parliamentary sitting times.
