West England Forest District is responsible for the sustainable management of over 36,500ha of the nation's forests in the west and south-west of England. The District is managed from the District Office at Coleford, in the Forest of Dean.

This post sits within the Recreation and Engagement team with the post holder reporting to the Operations Manager for Recreation.

Haldon Forest Park attracts over 500,000 visitors each year who come to enjoy the forest environment. Facilities include a network of walking, running and cycling trails, a café, play features, Go Ape Tree Top Course and bike hire making for a very busy and popular destination.

The Recreation Manager will lead a team of 3 recreation rangers, 1 Active Forests Coordinator, 3 visitor services officers and 2 crafts persons, they will also guide third party delivery ensuring that visitor safety is maintained, a quality service is delivered and the Forest Centre budget is closely managed, in line with national policies and procedures.

The role involves working regular weekends, bank holidays and school holidays when most of our visitors come to the forest.

Key Work Areas

Provide everyone with a clear purpose and equip them to do their jobs.

  • Lead the recreation team providing effective line management and forward job planning, providing effective line management through regular 1-1's and performance reviews.
  • Coach, mentor and develop team members.
  • Undertake any recruitment as necessary.

Provide a built estate that is fit for purpose for all users.

  • Liaise with the local Civil Engineer, Buildings Surveyor and Estates Team to ensure timely delivery of scheduled works and address any reactive works required.
  • Carry out regular audits on facility and trail inspections.
  • Lead on project management for small/medium scale developments at the site.
  • Undertake the role of Building Manager for the recreation buildings.

Intelligent use of collaborative planning to improve financial management of the business.

  • Manage the Forest Centre budget, reporting variances or discrepancies monthly to the finance manager.
  • Review the Long Term Financial Model annually, setting realistic income targets and delivering best value for money through expenditure.
  • Phase budgets to ensure accurate forecasting through the financial year.

Evolve our operational delivery.

  • Develop a sustainable and financially sound business plan, including evolving the workforce plan.
  • Manage and enhance the volunteering opportunities available.
  • Analyse visitor survey data to help inform and improve our offer.

Embed a safety-first culture in our teams.

  • Monitor Airsweb usage and trends (incident and accident reporting system), investigate reports and share lessons learnt. Ensure Peoplesafe (lone working) is used correctly by the team.
  • Ensure staff are carrying out PPE and safety kit checks, are reviewing risk assessments and reading updated policies and procedures guidance.

Use internal communications channels to inform the whole team on where the business is.

  • Organise regular ranger team meetings to share information and best practice.
  • Play an active role in the West District Recreation Managers meetings.
  • Attend and contribute to monthly Beat meetings and other team meetings as required.

Increase our value for money, and maximise opportunities to increase income.

  • Manage multiple service contracts, undertaking monthly monitoring.
  • Procure goods and services in line with Forestry England guidance.
  • Monitor and audit car parking income streams.
  • Formulate and deliver plans to improve income

Together with site partners we will develop our commercial recreation products and other partnerships

  • Lead on stakeholder delivery, ensuring good working relationships are maintained through formal meetings and regular informal communications.
  • Liaise with the Recreation Operations Manager, Estates team and Commercial Services on site partner tender exercises, to include the writing of Management Regulations and Key Performance Indicators.
  • Liaise with the permissions and Active Forests team to facilitate and promote delivery of events and activities.
