Summary

The Clyde Training and Development Team sits within the Business Department under the leadership of the Assistant Head People and Organisational Development.

The Learning & Development Adviser is responsible for the delivery of a high quality, customer focussed training service to Military, Civilian and Industry Partner personnel based at HM Naval Base Clyde. This is an extremely fast paced role within a busy department.

This post offers an exciting opportunity to be at the heart of training activity here at HM Naval Base Clyde.

Key Responsibilities:

You will manage a small team of Administrative Officer staff & be responsible for the delivery of a customer focused training function at HMNB Clyde including oversight of training admin processes in support of nuclear, mandated, and functional training.
You will co-ordinate and draft the annual HMNB Clyde Training Plan to incorporate all site nuclear, mandated, and functional training including arranging of relevant training courses to satisfy approved requirements and notify nominees of training arrangement.
You will be responsible for implementing Learning & Development (L&D) policies and strategies, disseminating information, and providing guidance on training policy and courses available to all staff within HMNB Clyde (Military, Civilian and Industry Partner) using the full range of channels.

You will be responsible for the development and delivery of an Annual Statement of Training Requirement through a Training Needs Analysis (TNA) for HMNB Clyde and associated customers. This includes:

Creation of an Annual External Training Plan for all training procured for Naval Base Commander Clyde (NBCC) staff.
Interpreting and implementing the results of the TNA culminating in the production and publication of an annual training plan.
Review and authorisation of training applications for both NBCC and Industry Partner staff, procuring approved training within agreed cost and timescale in accordance with commercial agreements and processing of respective invoices for payment, maintaining associated documentation.
Managing the Market Testing of training providers to ensure value for money against training requirement is achieved through the appropriate framework and contracts.
Source learning and development opportunities via L&D partners and advertise via internal communication methods.
Manage the training evaluation programme in line with Defence Systems Approach to Training requirements.

You will be responsible for ensuring accurate management information is issued monthly to business areas demonstrating compliance with nuclear, mandatory, and functional training.

You will manage the Training budget including forecasting, monitoring, and recording of spend and initial approval of external funding applications.

You will lead the day-to-day administration of the training section including:

Lead for Training Administration System to include course setup of Mandatory and H&S requirements, Delegate bookings, joining correspondence, problem solving and guidance to team members and wider HMNB Clyde community.
Responsible for the Clyde Training Webpage maintenance and updating the site with training announcements and learning opportunities.
Continual review of process to ensure efficient and effective.
